We are now just three years away from 2020, when some people predict the world will end. More optimistically the publishers of this magazine use the title 2020 to look towards an exciting vision of the future for Jersey.


However a vision looking towards 2020 is not far enough into the future for the States of Jersey. They want residents to look 15 to 20 years ahead so that they can produce a vision and then decide how to achieve it.


Their Shaping Our Future exercise, which began last January, is much more than a glorified wish list of what Islanders have told them they want for the Island. That appears to have been the approach of one island nearby which has agreed grandiose targets but few details about how they can be achieved. Previous States of Jersey strategies have also included ambitious wish lists but have failed to deliver on many occasions. “This time it’s going to be different”, the States say.

Whatever the outcome, it’s important to look ahead because that way we can avoid some of the obstacles in our path to a brighter future.

The aim now is to draw up a comprehensive strategy of what can realistically be achieved over a period longer than just the time to the next election. That makes it much less likely that the plan will be overturned or confused by a new group of politicians coming into power and wanting to start from scratch. In the past it has produced the notorious scourge of short- termism where politicians and others concentrate only on what’s going to happen up to the next election. That’s a particular problem in Jersey where the absence of party politics means that there is very little continuity from one Council of Ministers to the next.
