Digital Health. The future of healthcare is partly about the use of new devices such as wearables and more accurate diagnostic equipment, but it is mostly about the availability of data to healthcare professionals and the connectivity between different sources of data, for example your GP or the hospital. Ahead of promoting Jersey as a great place to set up a Digital Health company – especially as we already have a number of them – we have developed a Digital Health Strategy for Jersey, working with all parts of the health ecosystem here, from GPs to the Health Department, hospital staff, Family Nursing and Homecare and many more. This not only gives us a great platform for developing the digital sector, but is also of huge benefit to Jersey and its population. Projects arising from this strategy will improve both efficiencies and outcomes in health through better use of technology and data, and help us better plan elements of our new hospital.


If I am honest though, I have found that although Jersey is world leading in many areas such as our Fibre rollout, we are not great users of technology elsewhere. For example, I can’t remember when I last had to fill in a paper tax return, and as I’ve publicly stated many, many times I can’t believe we are still using scratch cards for parking when the UK has been using mobile parking for almost 10 years. However, on a more serious note, Jersey has the potential to be a truly digital society. Technology can improve efficiency, deliver higher quality services and strengthen our economy, but to really exploit those benefits we have to improve our digital skills and open our minds to a ‘digital first’ approach.


I see a big part of Digital Jersey’s role as being a trusted adviser to Government and the private sector and quite frankly being the group that is obsessed with such a ‘digital first’ agenda. One


area where we are acting as a ‘critical friend’ is the development of the States of Jersey’s eGovernment programme, which is an illustration of how technology can be used to save on costs and improve delivery. Great examples of this can be found in countries like Estonia, where they estimate the cost benefit of moving to digital ID and signatures as being 2% of their GDP. We have already brought onboard Estonia’s Digital Policy Adviser as a Special Adviser to Digital Jersey and recently had a visit from Estonia’s Ambassador to the UK. We have big plans to work with not only The Government of Estonia, but also their world leading digital sector (the birthplace of Skype and other major companies), as another one of Jersey’s advantages is that we are free to pick and choose from the best examples around the world.


So Jersey is already evolving but we need to speed it up, focusing on some key areas which only enhance our reputation as a competitive and mature business centre, in order to make Jersey stronger and our future more secure. By 2021 Digital Jersey aim to have grown a strong digital industry, a forward looking digital society and an outward looking digital region – both attracting new businesses to Jersey and helping existing businesses export to the rest of the world.Only then will we have a truly Digital Jersey – a better place to do business in and with, and a better place in which to live and grow.
