La primera fase para fines de abril establece las reglas generales que deben observar los medios de pago, los requisitos técnicos y de seguridad de los sistemas de apuestas utilizados por los agentes operadores para la explotación de la modalidad de lotería y las reglas, condiciones y apertura del
procedimiento para solicitar autorización para la explotación comercial de apuestas de cuota fija en todo el territorio nacional. Estas iniciativas se suman a las normas para habilitar laboratorios de certificación para sistemas de apuestas, estudios de juegos en vivo y juegos de casino online, publicadas en febrero.
A finales de mayo, se publicarán las ordenanzas sobre blanqueo de capitales y otros delitos,
el conjunto de normas que deben observar los operadores en relación con las disposiciones legales y los derechos de los apostadores, y la ordenanza que contiene los requisitos y procedimientos para habilitar los estudios de juegos en vivo y los juegos online que pueden ponerse a disposición de los apostadores.
La fase 3 de la agenda regulatoria incluye la publicación de otras tres ordenanzas: los requisitos técnicos y de seguridad para los juegos en línea que podrán ser puestos a disposición de los apostadores por los agentes autorizados, las normas de seguimiento e inspección de la actividad y la ordenanza que aborda la acción sancionatoria, detallando el procedimiento para la aplicación de sanciones administrativas en la actividad de explotación comercial de esta modalidad de lotería.
En la fase 4 del cronograma se publicarán dos ordenanzas. La primera se refiere al juego responsable, establece pautas y prácticas para controlar y prevenir el juego patológico, entre otras medidas. En el segundo y último se detallan los procedimientos para efectuar asignaciones sociales, asegurando que las contribuciones de la industria de las apuestas beneficien a la sociedad de manera programática y transparente.

The Ordinance states that by April there will be published the first part establishing the general rules that must be observed in payment process, the technical and security requirements of the betting systems used by the operating agents for the operation of the lottery modality and the rules, conditions and start of the procedure to request authorization for the commercial exploitation of sports betting throughout the Brazilian national
territory. These initiatives are in addition to the rules that enable

Phase 3 of the regulatory agenda includes the publication of three other ordinances: technical and security requirements for online games that may be made available to bettors by authorized agents, rules for monitoring and inspecting the activity and the ordinance that addresses sanctioning actions, detailing the procedure for the application of administrative sanctions in the commercial exploitation activity of this type of lottery.
In phase 4 of the schedule, two ordinances will be published. The first refers to responsible gambling, establishes guidelines and practices to control and prevent pathological gambling, amongst other measures.
