Mincetur revela 145 solicitudes de autorización para juego online
El 15 de marzo de 2024, el ministro de Comercio Exterior y Turismo, Juan Carlos Mathews, anunció que durante los 30 primeros días de entrada en vigencia de la Ley N° 31557, que Regula la Explotación de los Juegos a Distancia y Apuestas Deportivas a Distancia, 145 solicitudes de autorización fueron presentadas por empresas nacionales e internacionales para participar de esta actividad.
No solo ello, durante ese periodo, también se registraron 144 proveedores de servicios vinculados y acreditado 7 laboratorios de certificación internacional, asimismo, los proveedores han presentado 184 solicitudes de homologación de plataformas
tecnológicas, programas de juego, sistemas progresivos y
modalidades de juego. Tales empresas
presentaron su solicitud para formalizarse y obtener la autorización correspondiente para poder seguir
funcionando en el Perú, una clara muestra que la regulación de esta actividad ha sido exitosa.
En ese sentido, el titular del Mincetur destacó que la entrada en vigencia de la Ley N° 31557 y su reglamento permitirá brindar seguridad al apostador con políticas de juego responsable, así como la formalización efectiva de la actividad, la cual generará un movimiento económico regulado y con pago de impuestos.
El ministro Juan Carlos Mathews añadió que el último 13 de marzo se cerraron las solicitudes de autorización, para aquellas empresas que venían operando antes de la entrada en vigencia de la Ley, y por ello, aquellas empresas que continúen ofreciendo este tipo de servicio y no se encuentren autorizadas serán pasibles a una sanción no menor a 150 UIT, y además una denuncia penal e inhabilitación para ejercer esta actividad. Es importante resaltar, que el 20% de los ingresos provenientes del impuesto a los juegos y apuestas deportivas a distancia constituye ingreso para la promoción y masificación del deporte a nivel nacional (Instituto Peruano del Deporte - IPD), lo que permitirá fortalecer al deporte nacional de cara a los Juegos Panamericanos Lima - 2027.

Mincetur reveals 145 applications for online gambling licences
On March 15, 2024, the Minister of Foreign Trade and Tourism, Juan Carlos Mathews, announced that during the first 30 days of Law No. 31557 coming into effect to Regulate the Exploitation of Remote Games and Remote Sports Betting in Peru, there were 145 authorization applications submitted by national and international companies to participate in this activity.
Not only that, during that period 144 providers of associated online services were also registered, and 7 international certification
laboratories were accredited, in addition to 184 applications from providers that have applied for approval, including
technological platforms, game programs,
progressive systems and game
modalities, as a clear sign that the regulation of this activity in Peru is proving successful. In this sense, the Mincetur chief stressed that the entry into force of
Law No. 31557 and its regulations will provide security to the betting public with responsible gaming policies, as well as the effective formalization of the activity, which will generate a regulated economic movement that pays taxes.
Minister Mathews added that on March 13, authorization applications were closed for those companies that had been operating in the country before the application of the Law, and therefore, those companies that continue to offer online gambling and sports betting and are not authorized will be subject to a penalty of no less than 150 UIT (Peru Tax Units), as well as liable to criminal process and full disqualification from exercising the activity covered by the Law. It is important to highlight that 20% of the income from the tax on remote games and sports betting will be allocated to the promotion of sports at the national level through the Peruvian Institute of Sport - IPD and will help to strengthen national sport for the Lima - 2027 Pan American Games.

El Ministerio de Hacienda de Brasil publicó la Ordenanza SPA/MF N° 561, del 8 de abril de 2024, que establece la Política Regulatoria de la Secretaría de Premios y Apuestas (SPA). Esta medida tiene como objetivo principal estructurar sistemáticamente la Agenda Regulatoria de las apuestas de cuota fija – apuestas deportivas - en el país y representa un avance considerable en la gestión y supervisión de este sector.
La nueva Ordenanza describe los lineamientos que seguirá la SPA en los próximos meses y establece un cronograma para la implementación de medidas para finales del primer semestre de

Treasury publishes Sports Betting Ordinance with Regulatory Agenda
The §Brazilian Ministry of Finance published Ordinance No. 561, of April 8, 2024, which establishes the Regulatory Policy of the Secretariat of Prizes and Bets (SPA). The main objective of this measure is to systematically structure the Regulatory Agenda for fixed-odds betting – sports betting – in the country and represents a considerable advance in the management and supervision of this sector. The ordinance offers legal certainty, ensures predictability and efficiency of the regulatory process, and thus strengthens the foundations for a stable and reliable betting environment in Brazil.
