Key outcomes from the 108th meeting of the IMO MSC


RINA has published a report from the 108th session of the IMO Maritime Safety Committee (MSC 108) that was held from 15 to 24 May 2024. The main decisions taken are summarized in the report on the basis of the information obtained while following the debate.

Amended REG guidelines on Shaft/ Engine Power Limitation systems for EEXI compliance


The Red Ensign Group (REG) of the UK Maritime and Coastguard Agency has amended the Unified Interpretation for the use of Shaft Power Limitation (SHaPoLi) systems on REG ships in June 2024.


The document provides the Red Ensign Group's (REG) interpretation and requirements regarding Shaft Power Limitation (SHaPoLi) and Engine Power Limitation (EPL) systems to meet Energy Efficiency Existing Ship Index (EEXI) requirements. These systems limit engine power to control carbon emissions. They must adhere to the 2021 guidelines outlined in IMO Resolution MEPC.335(76) and include an Onboard Management Manual (OMM).


Key Points Power Reserve Usage: - Definition: Power above the limited level used only for safety, life-saving, adverse weather, piracy, or engine maintenance.


- Activation: Can be overridden by the ship's master or officer in charge when necessary.


- Recording and Reporting: Usage and overrides must be documented in logbooks and reported to relevant authorities.


System Requirements: - Visual and audible indicators for power limits.


- Alarm for system malfunctions. - Non-permanent systems needing positive action (e.g., key switch) for overriding.


- Automatic data recording upon reserve usage or power limit exceedance.


- Documentation of use and reactivation required.


Verification and Surveys: - Reactivation or replacement of the system must be verified by the Recognized Organization (RO).


- Regular checks during MARPOL Annex VI (IAPP) surveys.


Engine Maintenance: - Defined as occasions requiring power reserve for scheduled engine maintenance and performance testing.


- Usage during maintenance must be recorded and reported similarly to emergency use.


Manoeuvring Information: - Ships with SHaPoLi/EPL systems must update manoeuvring characteristics on the pilot card, wheelhouse poster, and manoeuvring booklet.


Coastal and Port State Requirements: - Familiarization with and adherence to local requirements, including those from the US Coast Guard and other authorities.


Bureau Veritas issued new rules for the classification of steel ships


Classification Society Bureau Veritas (BV) has issued new Rules for the Classification of Steel Ships. The July 2024 edition introduces several key updates from the January 2024 edition. New service notations include one for cement carriers, while the floating dock notation is removed. Added service features are CYBER RESILIENT for cyber resilience, CBM-P for predictive condition monitoring, and a new battery system feature replacing the previous BATTERY SYSTEM notation.


New class notations like COLD BASIC for cold weather operations, DATA-CENTRIC for digital testing solutions, and OPS for shore connection systems are introduced. Existing class notations such as BATTERY SYSTEM and HVSC have been updated or replaced. Updates and clarifications are made regarding local corrosion solutions and computer-based system surveys.


Hull and stability changes include updated towing and mooring fittings, IP Code introduction, and revised structural design principles and wave loads. Machinery, electrical, automation, and fire protection sections see new testing procedures, safety measures, and battery system reorganization.


Service notations for container ships, oil and chemical tankers, and liquefied gas carriers are updated with new wave load criteria and safe access requirements. Offshore service vessels and tugs have revised anchoring equipment standards and compliance with the IP Code. Semi- submersible cargo ships include updated wave load criteria.
