GROUND BASED EMERGENCY SERVICES


Ground based emergency services include: • Fire Services – based at all airports • Ambulance Services – may or may not be based at an airport • Local Police – may or may not be based at an airport • Hospitals • Air Traffic Control


After an aircraft evacuation crowd control by the crew is of the utmost importance.


Gather Passengers and Perform a Headcount This accomplished by keeping the passengers together and moving upwind approximately 500 feet from the aircraft. The headcount of crew and passengers is important to enable emergency services to co-ordinate rescue activities.


The PIC is the Incident Commander until emergency services arrive then active control must be handed over to them. Circumstances will differ from country to country and from airport to airport.


To assist in this handover you should identify yourself to the emergency services as a crewmember and where possible, provide as much information as they require. For example:


1. How many passengers/crew were onboard 2. Was everyone evacuated 3. Description/information about persons unaccounted for 4. Known injuries to passengers and crew 5. Confirmation of tail number, company and routing 6. Nationalities onboard/potential language problems


Communication


The emergency services will be in charge of communications to ensure that only needed personnel will be allowed in the vicinity of the accident. The crew should give no media interviews.


Firefighters


They are responsible for keeping the aircraft exit areas clear of fire to allow crew and passengers a path to escape.


Police and Ambulance


Police and Ambulance will be present, plus any other personnel needed, e.g. Ground Handling staff, to move passengers to an Emergency Reception center. All other personnel will be kept away.


Crew As soon as possible, the crew will be taken from the accident site to a secure place. Only company personnel will have access to them. Medical personnel will be on hand.
