After lengthy debate in Berlin, the leaders of Germany’s 16 federal states have approved the new state treaty on gambling regulation which will allow online casino games and online poker whilst limiting live sports betting. Te legislation must now be approved by the country’s 16 Federal States, before going to the European Commission with the aim of it coming into effect by July 2021. Te State Treaty on Gaming Regulation (GlüNeuRStV) replaces the previous State Treaty on Gaming (GlüStV), which was adopted in 2011.
Te new state treaty on gaming was adopted without significant changes to the underlying draft contract. Players should be protected by various policies, such as by algorithms for the early detection of problematic behaviour and by the central recording of players. Online sports betting will be allowed with restrictions in the future. Online casinos have betting limits of €1,000 per month. Players cannot play on multiple websites at the same time. Online slots will have a €1 per spin stake limit with autoplay functions banned along with jackpots. Live sports betting will be limited to the final result or next scorer. Each state will be able to decide whether to allow table games and could also give state lotteries exclusive rights over this product. Advertising of online offerings will not be allowed between 6 am and 9 pm.
