Businesses warned over appeal system

Business owners in Greater Birmingham must be proactive in order to negotiate the “arduous” Business Rates appeal process, real estate experts have warned. The first Rating Revaluation for

seven years was launched in April, along with the introduction of a new appeals system. However, businesses in England

have encountered difficulties with the new Check, Challenge, Appeal system. These include issues with a

Government portal set up to help businesses with their appeals. Hilary Witts, director of rating at

Colliers International, says it is possible for businesses to work their way around the system – but not before seeking professional advice. She said: “The rating revaluation

for 2017 is the first one for seven years and values are somewhat out of kilter with where they should be. Ratepayers have the opportunity to appeal their assessments but in England the appeal system is very, very arduous. “However, it is possible to work

your way around. You should have now had professional advice and if you have the best thing to do is to ensure that your agents have provided budgeting figures for you, have given your advice about registering for the system and started to claim properties on your behalf.

“Once they have that, they are

able to submit checks and go through to the challenge stage to appeal those assessments. “Appeals can take up to two

years from start to finish so it is really important that agents are proactive with this and do as much as they can to give you advice. “If you need anything more,

contact the Royal Institute of Chartered Surveyors or look the Colliers International website under the Business Rates section.”
