WIND FARM HV EXPORT CABLE CONDITION MONITORING

High Voltage Partial Discharge (HVPD) supply on-line partial discharge (PD) insulation condition monitoring technology to the offshore oil & gas, renewables and shipping market sectors.

PREVENTATIVE MONITORING Over the past 4 years, HVPD have carried out a number of on-line partial discharge (PD) test and monitoring projects for a number of offshore wind farm operators in the UK.

These projects have followed insulation faults on the ciritical land-sea, export HV cables. These cable faults have been caused by the development of PD activity in cable joints and have resulted in unplanned outages, downtime and lost generation revenue.

IDENTIFYING AND LOCATING WEAK POINTS The new on-line test technique from HVPD identifies and locates any weak points (‘incipient’ faults) along the HV cable, enabling preventative maintenance to be carried out to avoid unplanned outages.

CONTINUOUS MONITORING HVPD have recently developed a new on-line cable PD monitoring technology which provides continuous monitoring of these export cables from the offshore wind farms.

SUCCESSFUL TRIALS

The new system has been successfully trialled at RWE Npower’s offshore wind farms at Rhyl Flats and North Hoyle on the North Wales coast and has provided data from which a discharging 33kV cable joint has been located and successfully repaired by RWE Npower through preventative maintenenace action.

be magnified given the Round 3 offshore development proposals.

The scale of development in the coming years is huge and therefore, so are the implications of the risks. It is imperative that all members of the supply chain are sufficiently prepared to enable the smooth commercial delivery of these projects.

KEY ISSUES The large scale development of wind energy projects in the UK will require numerous commercial and

contractual matters to be taken into consideration.

Examples include... SECTOR EXPERIENCE

Knowles staff has extensive experience working with suppliers to the wind energy sector across the UK and Worldwide. This has given them a keen understanding of the key commercial risks involved with such developments, especially as these will

• Contract administration – complex interacting contracts require experienced management and administration

• Supply delay – careful review of liabilities and exposures due to supply

KNOWLEDGE IS POWER

HVPD’s on-line PD test and monitoring technology provides their wind farm operator clients with data suitable for supporting condition based management (CBM) solutions to help maintain high levels of availability and reliablity of their renewable electricity supply.

delays including drafting and understanding Force Majeure clauses

• Multiple contractor interface – complex interacting contracts can lead to unclear risk allocation between parties and unclear liability for claims and delays

• Technical failure – liability and impact of technical failures, be they related to design, specification, supply or installation

EXPERTISE

Knowles can provide expertise to deal with the commercial aspects of all of these issues and more. From contract drafting and review, through programme management and contract delivery to dispute resolution, the company’s personnel provide a world class service at a local level, with the added facility to call upon the services of over 3,000 construction professionals employed by Hill International worldwide.
