Charter for development Our Youth Employment Charter has been developed to help build the working relationship between employers and the education sector. The charter will help employers develop long-term relationships with education institutions through the National Employer Engagement Offer. It will shape the learning experience of young people to ensure that in the future employers will value young people as a vital resource central to their growth and prosperity. We hope that this will reinforce employer confidence in the skills and attitudes young people bring to employment and help reverse the current low level of direct recruitment of young people.
Employers can get involved in a number of ways: ■ They can develop formal links with specific schools and colleges or contribute to work- and careers-related activities
■ They can undertake school visits and talks to raise the understanding of the world of work and the employment opportunities that exist in parking
■ They can be involved in general labour market information or contribute to the curriculum on work-related topics
■ Offering work experience to young people is valuable, as are placements for teachers and learning providers so they better understand the profession they are promoting
■ Employers can look at their recruitment processes to consider young applicants for suitable trainee and apprenticeship places where appropriate, and provide structured feedback to young people who make

applications for vacancies
■ Employers can host site visits, provide guest career speakers or seminars and access to training facilities
■ Companies can offer job shadowing, curriculum material, CV and interview training, or deliver curriculum sessions and provide mentoring
All this would translate into a range of practical measures that will support local schools, colleges and learning providers or jobseeker events in the local community. We would welcome any employer involvement at all, no matter how small, that will help open the parking sector up to younger groups.
The employer commitment The first stage of this programme is to establish the nature and level of employer commitment and to broker effective links with education institutions. A similar exercise is being conducted among education bodies to establish how they will deliver their side of the charter. In the initial contact stage, we are asking if an employer wants to participate in the project and what advantages they see from their involvement. We are also asking about what sort of experience employers currently have in recruiting young people.
Another of our projects is about promoting youth employment through employability skills training of unemployed people. As part of this, we are raising awareness among jobseekers of the types of jobs there are in parking.
Our new social enterprise pilot, Asset Skills for Employment, focuses on the employer and the vacancy. A training programme is run only in response to a vacancy that can be offered by an employer. The training includes a core of employability skills, but the content is also contextualised to that specific industry,
