RAISING THE BAR
The BPA is working closely with Asset Skills to develop Frameworks of Excellence for the parking profession. The desire to maintain and promote excellence is fundamental to the BPA’s aims, all of its day-to-day work – and long-term goals – with both members and stakeholders, has this in mind. The Frameworks of Excellence will work to support this culture of excellence and be a form of accreditation, a quality mark or stamp of approval, that encourages and rewards raised standards. In developing the Frameworks of Excellence, the BPA will work with members to review the parking profession as a whole. This will identify the key strengths in each area, define core standards and then build on areas of excellence and innovation.
BPA RELAUNCHES PARKING CHARTER
The BPA has republished its Charter for Healthcare Parking, which aims to strike the right balance between being fair to patients, visitors and staff, ensuring facilities are managed effectively for the good of everyone. The BPA is keen for both managers of healthcare facilities and car park operators, at whom the Charter is predominantly aimed, to recognise the importance of car parking policy in terms of the wider transport strategy and the need to manage traffic and parking in line with demand and environmental needs.
The aim is to increase public confidence in parking and parking management through the setting and raising of standards across the profession. The BPA believes that providing, managing and charging for parking at healthcare facilities needs to be seen in the context of delivering a better and fairer service to users.
While many people attending healthcare facilities – either as patients or visitors –

expect car parking to be free, the limits on space, costs involved and demand for spaces means that car parking needs to be managed properly. Often the most effective way to do this is by charging for parking. This recognises: ■ The value of a car parking space ■ The needs of other users of the facility ■ The environmental impact of driving ■ The need to maintain and improve car parks by reinvesting income
Both managers of healthcare facilities and car park operators should recognise the importance of professionalism in delivering their services and providing a high standard of customer care, and the BPA encourages both to sign up to this Charter and to abide by its letter and spirit. A number of NHS Trusts and car park operators have already added their names to the Charter. A full list, along with the Charter itself can be found at

The review will include an assessment of skills and development opportunities and will discuss future requirements and scope. Within the Frameworks of Excellence, different elements may apply to different areas within the profession; by establishing these frameworks for each part of the profession, the BPA will raise standards across the sector.
