NEW BOARD HEADS IN FRESH DIRECTION
The inaugural meeting of the Professional Development & Standards (PD&S) Board took place on 27 November, taking over from the Skills and IPP Board. This move follows the results of the membership consultation that took place last year.
The delivery of the BPA five-year strategy took another step forward as the board discussed the development of standards for the entire membership via exciting new proposals.
They also discussed the direction of professional development within parking, and how it relates to the introduction of individual BPA memberships this year. The developments discussed promise exciting times ahead, in particular the development of the Frameworks of Excellence.
The Board’s vision is that of a vibrant parking profession that provides excellent services to customers through the knowledge, skills and professionalism of the

workforce. The purpose of the Board is to deliver the business aims, which are to: 1. Maintain the BPA’s position as the recognised professional body promoting standards, skills and development of individuals working in the parking profession 2. Increase employer engagement in the knowledge, skills and professional development agenda 3. Develop and promote Frameworks of Excellence for the parking profession 4. Increase both the supply and demand for learning 5. Increase opportunities for continuous professional development 6. Build on the BPA’s existing understanding of workforce issues in the parking sector through ongoing research 7. Promote individual membership and career progression within the parking profession that is linked to qualifications and continued professional development (CPD).
Qualifications and development opportunities for the parking profession are evolving. As part of this, the newly formed Professional Development & Standards Board is looking at ways to raise standards across the parking profession and how best to recognise skills and achievements of those within it. City & Guilds, one of the awarding bodies currently offering parking specific qualifications, has advised the BPA that it will be reviewing its focus and is looking to withdraw from niche markets such as parking. While it will continue to offer these parking qualifications until December 2013, it may withdraw from the market unless there is a significant surge in uptake. Following the 2011 Workforce Survey, and the BPA’s ever-growing understanding of the parking profession, we do not expect this surge to occur, as one of the results of the recent skills agenda has been a far more stable workforce. The BPA continues to work with Asset Skills, looking at options to combine the requirement for consistently high standards with flexibility.
