‘Everyone has something

or Peter Lowe, being chair of the BPA Wales group is something of a double-edged sword.


The Welsh government is accountable to the National Assembly for Wales, which in turn represents the Welsh people and makes laws for Wales, but is still ruled from London to a certain extent. However, Lowe says there are certain advantages to being part of a full national group of the BPA, rather than one of its English regions (the Scotland Group also enjoys this status). This means that on the face of it, the

parking industry in Wales is governed by rules that apply across the UK. Lowe explains: ‘As the Assembly is a devolved government, its hands are tied by Westminster to a certain extent in that it cannot make primary legislation – that has to come from London.’ As an example, the BPA in Wales has been pushing for some time for a blanket ban on parking on pavements. Lowe continues: ‘The parking landscape here is very diverse – of course, we have big cities, with all the issues associated with them, but the vast
