The bride is the daughter of William P. and Janice C. Haggerty, Bethesda, Maryland. The bride's father is the Principal in the firm of Haggerty & Associates, CPA and her mother is a Research Nurse Specialist at the National Institutes of Health.
The groom is the son of Eric F. and Marianne P. Billings, Potomac, Mary- land. The groom's father is the Senior Managing Partner of Billings Capital Management and Chairman of Arling- ton Asset Investment Corporation and FBR Capital Markets Corporation.

A reception followed at the Andrew C. Mellon Auditorium. The wedding party of twenty was led by the bride's sisters, Katelyn C. Haggerty and Julianne E. Haggerty, and the groom's brothers, Scott P. Billings and Thomas P. Billings.

Kristen is a graduate of Georgetown Visitation Preparatory High School, Rollins College with a degree in Eco- nomics, and the College of Notre Dame with a Masters of Educational Leader- ship. She is currently a teacher at Our Lady of Lourdes in Bethesda, Maryland. Eric is a graduate of Georgetown Preparatory School, Vanderbilt Univer- sity with a degree in Economics and Vanderbilt’s Owen Graduate School of Management with a Masters of Busi- ness Administration. He is a Co- Founder and Managing Partner of Billings Capital Management, a hedge fund management firm in Arlington, Virginia.
The couple enjoyed a honeymoon in Turkey and now reside in Washington, D.C.

The groom is the son of Mary Rogers Slaby of Myrtle Beach, South Carolina and David Walter Slaby of Rutherford, California.

Rachel Claire Cousart and Luke Steven Sharone Palisin were married at 3 p.m. September 11 in Duke University Chapel in Durham, North Carolina The Rev. Dana A. McKim of Pfeiffer University and Father John P. McDonagh of the Duke Catholic Center officiated.
The bride’s parents are Neal Thomas Smith and Janis Fulton Smith of Winston-Salem, North Carolina The bride holds a bachelor’s and a master’s degree in civil engineering from Washington University in St. Louis. The bride is a lecturer and Ph.D. candidate at the University of Maryland School of Architecture, and a project engineer at Restoration Engineering, Inc. in Fairfax,Va.
The groom is the son of Kenneth John Palisin and Lita Rose Sharone of Covington, Kentucky. The groom holds a bachelor’s degree in mechanical engineering from Washington University in St. Louis. He is an engineer with Kiewit Construction in the Washington,D.C., area.
Jennifer Chamberlain& Mathias Radencrantz —July 2011—
The bride was escorted by her father. She wore an ivory taffeta gown with a chapel-length train and a cathedral-length veil edged in Alençon lace. She carried a bouquet of mango calla lilies, Asiatic lilies, and mokara orchids.
The matrons of honor were Jennifer Rae Stuckey of St. Louis and Sarah Parks Wiggins of Winston-Salem, North Carolina. The bridesmaids were Sarah Downs Fulton of Raleigh, North Carolina, Katelynn Erin Garner of Baltimore, Sara England Lange of Arlington, Virginia, and Elizabeth Bea Newman of Philadelphia. The attendants wore gowns of port-colored silk shantung, accented with an apricot sash, and carried bouquets of mokara orchids.

Charles Collett Powell III of Wilson, North Carolina and Judith Whitley Powell Mattsson of Washington, D.C., announce the engagement of their daughter, Cameron Elizabeth Powell of Arlington, Virginia, to Daniel Abram Lamm of Arlington, son of Millard Lamm of Elm City, North Carolina and Katherine Steele Forehand of Wilson. The bride is the granddaughter of Dorothy Steadman Powell and the late Charles Collett Powell Jr.of Wilson and the late Carl and Eleanor Whitley of Wilson. The groom is the grandson of John Forehand of Wilson and the late Katherine Moss Forehand and Billy and Viola Lamm of Wilson County. An Oct. 23 wedding is planned in First Baptist Church,Wilson.

Mr. and Mrs. John Marshall Evans of Washington, D.C. are pleased to announce the engagement of their daughter, Jennifer Ann Chamberlain, to Mathias Pehrsson-Radencrantz, son of Mr. and Mrs. Kenneth Raden- crantz of Sweden.
Jennifer received her BFA from the Boston Conservatory and had a pro- fessional career in film, theater and dance. She studied at the New York School of Interior Design and worked in design for Calvin Klein and Matt Nye. She is an interior designer at MAC II in Manhattan. Mathias gradu- ated from Lund University in Sweden with a Masters in Economics. He develops Business Intelligence solu- tions for Scania in Stockholm.
Jennifer and Mathias both attended the International School of Brussels in Belgium. They reconnected on Face- book last fall. The wedding ceremony will take place in Skanör next July.

The best man was Aaron Micah Vogt of Singapore. The groomsmen were Arthur George Baumann III of St. Louis, Christopher Sean Cowden of Los Angeles, Brandon Scott Locke of Houston, Joshua Adam Morton of Arlington, and Andrew Kent Palisin of Arlington.
Readers at the ceremony were James Woodrow Fulton, Jr. of Southport, North Carolina, Kathey Fulton Rumley ofWashington, North Carolina, and James Christian Vogt of Covington, Kentucky. Ceremony music was performed by Dr. David Arcus, the Duke Chapel organist.
The ushers were Saurabh Anand of Los Angeles, Robert James Rowe of Chicago, Roger Allan Rowe of Kalispell, Montana, and Steven Philip Stuckey of St. Louis.
Following the ceremony, a reception was held at Café Parizäde in Durham. Music was provided by The Company Band of Charlotte, North Carolina The wedding-weekend coordinator and designer was Peggy Farr Mahaffey of Winston-Salem. Flowers for the wedding events were designed by Tre Bella Flowers of Durham.
A rehearsal dinner party was hosted by the couple’s parents at Rigsbee Hall in Durham. A wedding-day brunch was hosted at the Kings Daughters Inn in Durham by Betsy Jane Annese of Winston-Salem.
After a honeymoon trip to Southern France, the couple will live in Arlington, Virginia.

A native of Baton Rouge, Louisiana, Ms. Perkins earned a Bach- elor of Arts Degree in Political Science from Southern University-Baton Rouge, and a Master of Public Policy Degree from Harvard University. She is currently a student at the George- town University Law Center where she will graduate with a Juris Doctor degree next year. Ms. Perkins is employed at the National Aeronautics and Space Administration as a Leg- islative Liaison in the Office of Leg- islative and Intergovernmental Affairs. A native of Tallahassee, Florida, Mr. Norwood earned a Bachelor of Sci- ence degree in Computer Science from Morehouse College; a Master of Science degree in Systems Engi- neering from George Mason Univer- sity; a Master of Business Admin- istration degree from George Wash- ington University; and a Master of Public Administration from Harvard University. He is employed as the Chief of Policy and Compliance at the Defense Information Systems Agency. The couple met in 2002whena mutual friend introduced them during the Congressional Black Caucus week- end.

Jonathan Padget and Scott Wells were married on August 21, 2010, at their home in Washington. The Rev. VictoriaWeinstein of Norwell, Massa- chusetts, led the ceremony, which was followed by brunch at Urbana. The couple reiterated the vows they exchanged on July 5, 2003, at the Universalist National Memorial Church during a service also led by Victoria. Jonathan, a multiplatform editor at The Washington Post, and Scott, the operations director at the Sunlight Foundation, spent their sec- ond honeymoon in Atlantic City.

Odis and Rita Graham of Chantilly, Virginia were married 40 years ago today at Holy Cross Catholic Church in Port Allen, Louisiana. They met their senior year at Grambling State University.
In retirement, Odis and Rita are active members of Chantilly Baptist Church. Odis recently retired after 37 years with Allstate Insurance Company and he is completing work as the Fairfax Census 2010 office manager. Rita is a retired administrator and active in the Northern Virginia Section of the National Council of NegroWomen (NCNW).
