The Metropolitan Washington Airports Authority is seeking public comment on its proposed overall DBE participation goal of 25 percent of the dollar value of contracts at Ronald ReaganWashington National Airport and Washington Dulles International Airport in Fiscal Years 2011 through 2013 that are funded in whole or in part by grants issued by the U.S. Department of Transportation. This proposed goal applies to firms meeting the DBE certification criteria defined in 49 CFR Part 26. The proposed goal and its methodology may be reviewed during normal business hours at the Metropolitan Washington Airports Authority’s Equal Opportunity Programs Department through Tuesday, October 19, 2010. Walter Reed Public Meeting Announcement
Section 106 Process
Under the Defense Base Closure and Realignment Act of 1990, the United States Army is proceeding with the closure of Walter Reed Army Medical Center (WRAMC) and consequent disposal of excess and surplus property. Under Section 106 of the National Historic Preservation Act (NHPA) of 1966, the Army must take into account its actions and its effect on historic properties. The Army has determined the effect of this undertaking is adverse on the integrity of WRAMC historic properties in terms of feeling and association. The Army has initiated Section 106 consultation to seek ways to avoid, reduce or mitigate further adverse effects on historic properties as portions are transferred out of federal control. A copy of "A Citizen's Guide to Section 106 Review" is available at

The public is a participant in the Section 106 process and its views are essential to informed federal decision making. In fulfillment of the Army's plan to involve the public by providing information on the transfer of property out of federal control and to seek public comment and input, a public meeting will be held on October 4, 2010 at 7:00pm in the MWR Conference Room in Delano Hall (Building 11) at Walter Reed Army Medical Center. This public meeting will address the WRAMC closure and transfer of historic properties out of federal control, the potential impacts under Section 106 of the NHPA and allow for discussion of ways to avoid, reduce or mitigate any adverse effects. The following listing enumerates the major items of work included in this contract:
• Light cleaning and CCTV inspection of approximately 75,000 linear feet of sewers.
• CCTV inspection of approximately 75,000 linear feet of sewers. • Combined CCTV/Sonar inspection of approximately 91,000 linear feet of sewers.
• Sonar inspection of approximately 19,000 linear feet of sewers. • Cleaning and inspection of approximately 1,500 manholes and other existing structures.
Contingent items include:
• Heavy cleaning and CCTV inspection of approximately 13,000 linear feet of sewers.
• Bucket machine cleaning of sewers. •Wet well cleaning of manhole and structures. • Cleaning of siphons and siphon structures. • Locating laterals and manhole structures using Sonde. • Additional material removal. • Removing bulk objects. • Bypass pumping.
The project requires completion within 365 consecutive calendar days.
This project is estimated to cost less than $5,000,000. Bid Opening Date is October 20, 2010.
Bid for this project will be procured in the open market with preference given for the utilization of certified local and local small business enterprises.
The Davis-Bacon wage determinations shall apply.
