He said: “Mark brings a wealth of international and maritime experience to our river and will help move the authority into a new era, building on the stated needs of our customers and stakeholders. “We had many quality applicants but we felt Mark’s experience and expertise was a perfect match.” Captain Cooper was chosen after a


New Harbour Master Captain Mark Cooper has been appointed harbourmaster and chief executive of Dart Harbour and Navigation Authority. Captain Cooper joins Dart Harbour from the Royal Navy where he has had a highly successful career with extensive experience in nuclear command, navigation, training, and project and people management. Highlights from his career include


navigating a diesel, then nuclear and finally a ballistic nuclear submarine before commanding HMS Torbay. He also served as Commander Submarine Sea Training and as the Director of the Royal Naval Submarine School. Latterly he has held the position


of NATO Strategic Command Transformation – Defence Planning Policy Analysis Branch Head in Norfolk Virginia. Captain Cooper is no stranger


to Dart Harbour having attended Britannia Royal Naval College in Dartmouth for his officers’ training in 1983-4. He said: “This was a perfect


rigorous interview process that took place over two days, co-ordinated by former Salcombe harbourmaster and Dart Harbour board member, Ian Gibson. Dart Harbour staff and stakeholders participated in several elements of the process. Captain Cooper will formally take up his new role in January.


Maintenance Dart Harbour has carried out a large range of maintenance tasks over the last few weeks. These have included the annual inspection of moorings, removing trees that fell into the river at Bow Bridge and annual maintenance to our work barge Hercules, plus many other routine jobs that most people do not even notice.


Water taxi Dart Harbour’s water taxi is now running to its winter timetable. It will be available between 10am to 4pm seven days a week (weather dependent),

Winter Berthing We are currently carrying out our annual winter berth allocation – please do let us know as soon as possible if your boat will be staying in the water or if we can allocate your berth to another vessel.


Winter Berthing We have already recently experienced some gale force winds this winter and urge all owners of boats (including agents) to check mooring lines and boats on a regular basis. Make sure that plenty of fenders are in place and watch the weather closely. Remember to bail out your tender and take furling headsails and spray dodgers off to prevent damage. Annual Meeting Dart Harbour’s annual meeting will take place on Wednesday December 7th


from 7pm at Dartmouth’s Flavel


Arts Centre. Among the items on the agenda will be a harbour update and a financial update followed by networking and a buffet. In addition there will be time allocated for questions which should be submitted in advance to the Harbour Office. We look forward to seeing you there.
