missing from care, there are concerns with who she is spending time with and her alcohol addiction, we are worried about sexual exploitation. Obviously we search an area, but we also check phone and internet records (all which needs to be authorised by senior officers ensuring that infringements on privacy are justified). We would make referrals to Solihull’s new multi-agency safeguarding hub with social workers, nurses and police and when we find her, we try and understand what has happened. Or this? There is a vulnerable


elderly adult in a house we know about – we have concerns about relatives financially abusing him and rogue traders in the area – what can we do to prevent him being harmed? The policing role has developed substantially in the last 20 years.

We still arrest thieves and split up fights, but rightly we have become much more aware and much more responsible for preventing harm that is out of the public gaze. It is for this reason that our Public Protection Unit now has over 800 staff. We have to constantly assess risk which then dictates how much resource should go into prevention and risk assessment, as anyone knows, is really difficult – and an area which hindsight sometimes judges unfairly. Because of this we must justify and explain what action we are taking at all times. Robert Peel stated that the


success of the police should be judged not on the detection of crime but its prevention and as we focus on hidden crime this sometimes means that what police officers do is hidden. Naturally the public care about what we see in front of them, but police resourcing is about allocating valuable officer time accordingly. So if you see less officers, it is


not because they have gone away it is because they are putting the oil where the squeak is. They are focusing on harm. Being a police officer or member of police staff is now a real challenge but one that we relish, and although we often get it wrong, we rely on and value your support more than ever.
