The system–paperwork As much as I wanted to avoid it, the table of responsibilities makes it clear: the Columbia & Western was going to need paperwork to implement TT&TO. The heart of this was the adoption of the Unified Code of Operating Rules (UCOR) or more specifically the CPR “rulebook.” This book describes all the rules for running trains on the CPR in- cluding how to interpret timetables,


After many revisions, this (above) is the current Timetable for the Columbia & West- ern. While the prototype Nelson and Boundary Subdivisions timetables were used as a starting point, changes were necessary to accommodate the model’s compressed distances and times. These are typical train instructions on their clip- boards (right). The back of the clipboards hold a reference copy of the timetable. A lanyard allows the board to be convenient- ly hung around the engineer’s necks leav- ing their hands free.

The radio-wearing dispatcher commu- nicated the train orders to me and I manually set semaphores at the desired stations and passed the orders to the crews who stopped there. What did we learn? Well, not surprisingly, I was very, very busy and the bottleneck of the op- eration, ducking and weaving around people and the benchwork with my headset antenna and wire getting caught in both when it wasn’t falling off

my head. That was it. The headsets had to go! Also it wasn’t very efficient to have an additional body and role simply passing information which might be better relayed directly from dispatcher to the crews. This all begged the ques- tions, could I just “design out” the agent-operator role from the C&W sav- ing the time, space, heat load and oppor- tunity for miss-communication and, if so, what would be needed to do this? On the prototype, the agent operator fills a number of roles including OS’ing passing trains to the dispatcher, setting signals for crews who have orders and clearing them once delivered, copying and verifying train orders and passing those orders up to the crews. They might also handle car demand and for- warding tasks but the car forwarding system took care of that. In the accom- panying table of responsibilities (page 42), you can see how we divided the var- ious tasks of agent/operator between the crews and the dispatcher. The ques- tion marks in the table indicted where some decisions, inventions or innova- tions were going to be required.
