awareness training being provided to operatives. There is nothing in law that prohibits a contractor from


carrying out in-house asbestos awareness or refresher training, as long as the training meets the requirements of the asbestos ACoP and the trainer is, to quote the HSE, ‘competent for the various tasks being undertaken’. The asbestos ACoP adds: ‘...competence, competent persons or competent employees refers to a person or employee who has received adequate information, instruction and training for the task being undertaken and can demonstrate an adequate and up-to-date understanding of the work, required control measures and appropriate law. In addition they must have sufficient experience to apply this knowledge effectively’.

What the law requires...


Regulation 10 of CAR 2006 requires employers to: ‘ensure that adequate information, instruction and training are given to employees who are (or who are liable to be) exposed to asbestos, or who supervise employees, so that they are aware of… ■ The properties of asbestos and its effects on health (including the very harmful interaction with smoking);


■ The types of products or materials likely to contain asbestos;


■ Activities which could result in asbestos exposure, and the importance of controls to minimise exposure;


■ Safe work practices, control measures, and protective equipment (notably the use and maintenance of respiratory protective equipment);


■ Emergency, decontamination and waste handling procedures;


■ Hygiene and medical examination requirements (lung function); and


■ The asbestos airborne control limit, and when air monitoring is needed.
