EU opens anti-dumping and anti-subsidy cases against India

both anti-dumping and anti-subsidy investigations against imports of stainless steel fasteners from India.


he investigations are the result of a complaint lodged on 31st March 2011 by the European


Industrial Fastener Institute, representing more than 25% of the total European Union production of the stainless steel fastener ranges cited in the case. Dumping and subsidy are alleged on stainless steel fasteners falling within CN codes:


7318 1210 - Wood screws of stainless steel. 7318 1410 - Self tapping screws of stainless steel. 7318 1530 – Other screws and bolts of stainless steel. 7318 1561 - Hexagon socket screws of stainless steel. 7318 1570 - Hexagon bolts of stainless steel.


In the anti-dumping announcement the Commission notes “in the absence of reliable data


on domestic prices for India, the allegation of dumping is based on comparison of constructed normal value (manufacturing costs, selling general and administrative costs) with the export price (at ex-works level) of the product under investigation when sold for export to the Union. On this basis the dumping margin calculated is significant for the exporting country concerned.” The anti-subsidy announcement notes: “It is alleged that the producers of the product


under investigation originating in India have benefited from a number of subsidies granted by the Government of India and from regional subsidies.” It goes onto detail the alleged subsidy mechanisms. In both cases provisional measures may be applied no later than nine months from the date of publication of the notices (Friday 13th


May 2011). The Basic Anti-Dumping Regulation also


requires that anti-dumping provisional measures are not applied until at least sixty days from the date of publication. The deadline for definitive decisions in the two cases does, however, differ. Anti-subsidy investigations must be completed within 13 months, whereas a final decision in anti-dumping cases is not required for 15 months. Specialists in the field, however, say that the Commission will normally finalise both types of case within the 13 month deadline. The notices include strict deadlines for registration of interested parties and completion of

Hilti maintains course of growth


Hilti Group sales growth continued on a very positive path over the first four months of 2011. Sales in local currencies rose 13 percent compared to the same period the previous year.

hen consolidated into Swiss francs, Hilti Group sales of CHF 1,275 million translates into a rise of 2 percent over the first four months of the current year. This underscores the extremely negative influence that currency effects are having on Hilti’s results. In spite of the different growth rates in the various markets, the Hilti Group’s sales


development is distributed quite broadly. The positive trend recently established in North America continued with a rise of 20 percent in local currencies, whereof 10 percent can be ascribed to the acquisition of Unirac. Europe also showed strong growth of 8 percent, further contributing to market stabilisation. Sales in the region Asia/Pacific have also increased by 8 percent. Above- average growth continued in Latin America, with 14 percent, and the East Europe/Middle East/ Africa region, with 42 percent. “It’s very pleasing to note that we were able to maintain the growth trend at this level. But


this cannot mask the fact that currency effects remain strongly negative while the rising price of raw materials also poses an ongoing challenge. Therefore a specific cost management and prioritising of our projects and investments remain necessary,” stated chief executive officer Bo Risberg. “Furthermore we will continue to drive the internationalisation of our company and will increasingly focus on developing significant additional resources in the growth markets.”
