What do you need to know to tap Asia’s big markets?


Product safety and chemical management consulting firm CIRS Group recently ran a conference on global cosmetic regulations – here are the presenters’ top tips for complying with regulations in China and Korea

On 25 April, CIRS Group – standing for Chemical Inspection and Regulation Service – hosted its inaugural Global Cosmetics Regulation Conference near London’s Heathrow Airport. Here are some key takeaways from the conference outlining what brands need to know before entering two of Asia’s most influential markets: China and South Korea.


CHINA’S INGREDIENT REGULATIONS Don’t get lost in translation


In China, cosmetic ingredients fall under the jurisdiction of the National Medical Products Administration (NMPA), which in 2021 replaced the China Food and Drug Administration (CFDA), explained Bryan Zhou, Deputy General Manager for CIRS Europe. Overseas users need to open an account through the cosmetic ingredients safety


information registration platform, but should be aware that the system is in Chinese only and the dossier is required in Chinese, so “if there is a language barrier, it might be difficult to comply”.


Who should file ingredient safety dossiers? The ingredient manufacturers are the ones responsible for filing/registering safety information about cosmetic ingredients. But if you (as a brand) have a finished cosmetic product and you want to do the ingredient filing yourself, or if you are an ingredient distributor, if you get authorisation from the ingredient manufacturer, you can set up the submission code on your own.


Know that it takes time


Account setup takes at least two to three weeks. Firstly, because everything must be translated into Chinese and secondly, because as a foreign company, you need to authorise your business licence, which normally takes a week for
