UK bans licences for animal testing

Its decision follows the recent revelation that, in 2019, the Home Office secretly changed its policy to mimic that of the European Union. In the EU, animal testing of cosmetic
ingredients sold in the EU to meet the needs of the EU Cosmetic Products Regulation (1223/2009) – a consumer safety regulation – has been banned since 2013.
‘Clean’ make-up brand Athr Beauty closes down
US Athr Beauty, the ‘clean’ make-up brand, has closed after five years in business. The indie beauty company offered a final ‘blow out’ sale for
customers with up to 85% off products before it ceased trading. It also honoured all customer ‘rewards’ to 31 May 2023. Tiila Abbitt, a former Senior Director of Product Development at retailer Sephora, launched the brand in 2018 after identifying a gap for a ‘clean’, sustainable make-up range with high-quality pigmentation. Athr Beauty’s
achievements include working with the Forest Stewardship Council to create zero-waste
eyeshadow palettes, and a mascara with a recycled ocean plastic tube and biodegradable wand. “It is with great sadness that I am announcing we are closing Athr Beauty,” Abbitt posted on the brand’s Instagram account.

However, the European Chemicals Agency (ECHA) can mandate animal testing for cosmetic ingredients to meet the needs of the EU’s pan-industry chemicals regulation REACH, which covers worker and and environmental safety. Following Brexit, the UK adopted its own version of REACH with the same testing policy approach.
During a recent court case, brought by animal protection organisation Cruelty Free International (CFI), UK Home Secretary Suella Braverman
argued that she was bound by this EU-originating law to authorise such testing. But the High Court judge noted that this did not stop the UK having a policy prohibiting cosmetics testing on animals. In a written statement to parliament, Braverman said: “The government is taking action to seek alternatives to animal testing for worker and environmental safety of chemicals used exclusively as cosmetic ingredients. We are therefore announcing a licensing ban with immediate effect.”
Birchbox assets sold to Retention Brands for undisclosed sum
US Retention Brands has acquired Birchbox’s assets from FemTec Health for an undisclosed sum. The sale of the beauty subscription box service comes nearly two years after the women’s health start-up acquired the brand for US$45m. SKIN PHARM SECURES $15M FROM PRELUDE GROWTH PARTNERS
US Skin Pharm has received a minority investment from Prelude Growth Partners, a female-founded growth equity firm. The Nashville, Tennessee-headquartered company provides aesthetic skin care services and launched its own skin care line in 2018. The US$15m investment will fund Skin Pharm’s clinic
expansion plans across the US and contribute to its ongoing product development. It currently operates five clinics in Nashville and Franklin in Tennessee; Atlanta, Georgia; Charlotte, North Carolina; and Dallas, Texas, and its product portfolio stands at 20 skus at present. Skin Pharm was founded in 2017 by Maegan Griffin, a board-certified nurse practitioner with plastic surgery and dermatology experience.
URBAN DECAY Urban Decay is hosting its first-ever metaverse make-up launch party. The cosmetics brand’s Urban Decay Eye-Con event on gaming platform Roblox enables users to try on 18 limited edition virtual make-up looks. The 3D avatar wearables use Urban Decay products that can be purchased in real life, such as the new 24/7 Inks Liquid Eyeliner. Nine of the looks were designed by top beauty influencers, including Manny Gutierrez, Leilani Green and Emmy Combs.
UNILEVER Unilever’s personal care brands have been named as the official sponsors of the FIFA Women’s World Cup 2023. The deal, which will run through to 2027, will also include the men’s FIFA World Cup 2026 and the esports FIFAe Finals. Including Unilever’s Dove, Lifebuoy and Lux brands, as well as deodorant label Rexona (also known as Sure and Degree), it marks the first time that the international football association has partnered with a personal care provider. This year’s tournament takes place in Australia and New Zealand from 20 July to 20 August.
