Continuous monitoring system for SWIP and WIP


THE Environmental Permitting Regulations defi ne a SWIP as a waste incineration or waste co-incineration plant with a capacity less than the limits specifi ed in the Industrial Emissions Directive (IED) - a processing capacity of less than 10 tonnes per day of hazardous waste or, less than 3 tonnes per hour of non-hazardous waste.


SWIP sites need an environmental permit issued by the local authority. The permit must be issued in line with schedule 13A of the Environmental Permitting Regulations which implements the relevant parts of the IED relating to waste incineration plants, including permitting and emissions limits.


The photos above are from a Small Waste Incineration Plant burning C grade wood, with a maximum throughput of 1.2 – 1.5 tonnes/hour of wood waste - including grade C such as old pallets and builders’ waste wood (regarded as waste which must be incinerated in an IED Chapter IV compliant plant).


Emissions monitoring


The Continuous Emissions Monitoring Systems (CEMS) supplied by Quantitech meet regulatory requirements for SWIP and WIP permits which typically include continuous monitoring of water vapour, carbon dioxide, carbon monoxide, nitrous oxide, nitrogen monoxide, nitrogen dioxide, oxides of nitrogen, sulphur dioxide, ammonia, hydrogen chloride, hydrogen fl uoride, oxygen, total organic carbon, particulates, fl ow, temperature and pressure.


Additional measurements include methane, ethane, ethylene, propane, hexane and formaldehyde.


The CEMS provided are certifi ed by the Environment Agency’s certifi cation scheme MCERTS. The bulk of the measurements are provided by a Gasmet Fourier Transform Infrared (FTIR) gas analyser, which has been proven in emissions monitoring applications all over the world, where accuracy and reliability are a pre-requisite.


Gasmet’s MCERTS certifi cate provides third party confi rmation of the analyser’s performance including certifi ed measurement ranges and levels of measurement uncertainty.
