Operadores rechazan cambios para Ley de juegos y apuestas


La Asociación Nacional de Bancas Deportivas (Asonabade) y la Asociación Dominicana de Bancas Deportivas (Adobad) manifestaron que respaldan la iniciativa de crear la Dirección Nacional de Juegos de Azar como órgano rector y fiscalizador del sector. Sin embargo, según un comunicado de prensa, expresaron su rechazo al proyecto de ley sometido al Congreso al considerar que su contenido fue alterado de manera que desvirtúa el propósito de una verdadera regulación.


Las asociaciones advirtieron que el proyecto, en su forma actual, provocará un crecimiento descontrolado de los juegos de azar, lo que afectará el orden, la competencia leal y la seguridad jurídica que durante más de 40 años han caracterizado al sector de bancas deportivas.


Asimismo, las asociaciones sostuvieron que la Comisión Hípica Nacional ha usurpado las atribuciones que establece la Ley 494-06, la cual confiere al Ministerio de Hacienda, como única institución facultada para otorgar licencias de juegos de azar.


De forma alarmante, las asociaciones han informado que la Comisión Hípica Nacional ha emitido más de 70,000 licencias hípicas para la operación de juegos virtuales y advirtieron que, de


aprobarse el proyecto en su forma actual, estas operaciones podrían extenderse a más de 150,000 puntos de lotería en todo el país. En declaraciones de Ricardo Nadal, presidente de Asonabade, las nuevas licencias se han emitido a un solo grupo que: “pretende aparentemente hacer un monopolio de juego de azar en todo el país”, añadiendo que con esta proliferación de juegos hípicos virtuales el Estado es perjudicado, debido a que una banca deportiva tributa alrededor se RD$100 mil mensuales, mientras que con estas agencias hípicas solo se percibiría RD$7 mil al mes.


Finalmente, Asonabade y Adobad hicieron un llamado al presidente Luis Abinader Corona y a la comisión del Senado que estudia la iniciativa para que garanticen una ley que fortalezca la regulación y la transparencia del sector, sin abrir espacio a privilegios ni distorsiones que perjudiquen el interés nacional y el orden social.

Operators reject gambling and betting law changes


The National Association of Betting Shops (Asonabade by Spanish acronnyms) and the Dominican Association of Betting Shops (Adobad) – called “bancas” in the country - have issued their support for the initiative that creates a new National Directorate of Gambling as the sector’s governing and supervisory body.


However, according to a press release, both associations have expressed their rejection of the gambling and betting bill submitted to Congress, considering that its content was altered in a way that distorts the nature and purpose of true regulations.


The associations warned that the project, in its current form, will cause an uncontrolled growth of gambling in the country, altering the nature of current operations, fair competition and legal certainty, which for more than 40 years have controlled the sports betting sector. Likewise, the associations maintained that the National


Horseracing Commission has usurped regulatory powers established by Law 494-06, which grants the Ministry of Finance powers to issue gambling licenses. More alarmingly, the operators’ associations have reported that the Horseracing body has issued more than 70,000 horseracing licenses enabling operations of virtual games, warning that if the gambling and betting bill is approved in its


current form such operations could be extended to more than 150,000 lottery vendor points throughout the country. In statements by Ricardo Nadal, president of Asonabade, the new licenses have been issued to a single group that: “apparently intends to make a monopoly of gambling throughout the country,” adding that with this proliferation of virtual horseracing games the State is harmed, because a sports betting shop is taxed around RD$100 thousand monthly, whereas the new horseracing agencies only pay RD$7 thousand per month.


Finally, Asonabade and Adobad called on DR President Luis Abinader Corona and the Senate commission studying the gambling and betting law to guarantee strong regulation and transparency for the sector, without opening room for privileges or distortions that harm the national interest and the social order.

Coljuegos presented a balance of its comprehensive strategy to fight against illegal gambling, developed during the past Government, managing situations that made it possible to strengthen legal matters, protect public resources and recover money that would be destined to the health sector and the benefit of all Colombians.
