sperando que hayan pasado unas felices fiestas de fin de año, a pesar de los designios de funcionarios y políticos mexicanos y brasileños que se empeñan en ensuciar las aguas de la industria del juego en sus países, podemos ver desarrollos en República Dominicana con la inversión de US$46 millones en la remodelación del antiguo Be Live Experience Hamaca, donde la inversión del Grupo Globalia ha logrado una renovación integral para convertirlo en el flamante Santo Domingo Bay Convention Resort & Casino. En Brasil, el miércoles 10 de diciembre, la Comisión de Constitución y Justicia (CCJ) del Senado, aprobó por unanimidad el proyecto de ley que crea un nuevo marco legal para combatir el crimen organizado en el país, incluyendo, (¡porque no, en este lote!) el impuesto Cide-Bets que grava el depósito del apostante con 15% y decretando instantáneamente que R$ 100,00 se convierten en R$ 85,00 para apostar.
No faltó tiempo para que el Instituto Brasileño de Juego Responsable rechazara rotundamente la aprobación de Cide-Bets considerándola una medida que fortalecerá el crimen organizado. Bajo el pretexto de financiar la seguridad pública, al fortalecer la migración del publico apostador al mercado clandestino en detrimento de las empresas legales autorizadas. ¡Un asalto a mano armada y todo bajo la ley!
Anteriormente, la Comisión de Asuntos Económicos en Senado aprobó un proyecto de ley que incrementa la tributación gradual en apuestas deportivas (Bets) Según el PL 5.473/2025, la Contribución a los Ingresos Brutos para las Bets aumentará del actual 12% al 15% en 2026 y 2027, y al 18% en 2028. En México, mientras tanto, la Secretaría de Gobernación (Segob)
ha logrado impugnar al juez que ordeno levantar el bloqueo de sitios Web de apuestas supuestamente involucrados en actividades criminales. La nota sobre la posición de la Presidenta Sheinbaum, abajo.

ere’s hoping that you have had very happy year-end festivities, despite the designs of Mexican and Brazilian officials and politicians who are determined to muddy the waters of the gaming industry in their own countries. We can see a great development in Dominican Republic, with the investment of US$46 million in the upgrading of the old Be Live Experience Hammock hotel, where the Globalia Group has turned the property into the brand new Santo Domingo Bay Convention Resort & Casino, in magnificent style. Further down, in Brazil on Wednesday, December 10, the Senate’s Constitution and Justice Commission unanimously approved a bill that creates a new legal tax framework to combat organized crime in the country, including, (why not, in this lot!) locally called Cide-Bets tax directly on the deposit of the betting public at the rate of 15% and instantly turning R$ 100.00 into R$ 85.00 to apply on any bet.
It did not take time for the Brazilian Institute of Responsible Gaming to flatly reject the Senators approval of Cide-Bets, considering it a measure that will strengthen organized crime, under the pretext of financing public security. Such tax will strengthen migration of the betting public to the illegal market, to the detriment of authorized legal companies. No doubt some are calling it armed robbery, and all under the law! Previously, another Senate committee on Economic Affairs had approved a bill increasing gradual taxation on sports betting (Bets). According to PL 5.473/2025, Bets GGR tax contribution will increase from the current 12% to 15% in 2026 and 2027, and to 18% in 2028.
In Mexico, meanwhile, the Ministry of the Interior (Segob) has managed to challenge the judge who ordered lifting the blocking of gambling websites allegedly
