That’s all that the Sao Paulo bingo operators needed to start operating and last July Espacao Sao Paulo opened to the public. Now there are already dozens of bingos that have reopened in the great metropolis, where posters at the door have notices that say that the ‘bingo is promoting the Portela – “xará
paulistana”, the famous Rio samba school, and claiming to offer vocational courses for disadvantaged people. A brand old racket, while lawmakers whiten their knuckles with worry instead of passing legislation to regulate the industry.
