Training and Certification
Youwill have read thatDevelop have been bought by a company called JTLwhich gives the opportunity for additional training centres across the country for the delivery ofCCTV survey training. EUSkills cards are nowissued to operatives that pass theMSCC5 assessment, however, not all operatives have the card as the training course and assessmentwere available before EUSkills accredited the course. Operatives that received theirMSCC5 certification before the EUS accreditation can nowretrospectively obtain a card on application by contactingDevelopAdmin
atDerby.Thiswill incur a registration fee of £30.00 plusVAT. It should be noted that the complete record of those who holdMSCCcertificates is nowin the public domain through EUSR enabling clients and employers to double check accreditation. Youmay be heartened to knowthat the time between an operative passing an assessment and the certification and card being issued has improved since EUSkills took over the running of this function in January 2019. TheNationalAssociation ofDrainageContractors (NADC) are also developingCCTV training courses for domestic drainage and sewers to offer to theirmembers. Agreementwasmade that the final assessment for these courseswould be undertaken byDevelop in order tomaintain standards and consistency across the
industry.Thiswill be done on site as part of each course. Laptops are provided byDevelop for assessmentswhilst the software is provided byWinCan and is set up to automatically score answers to the desired standard andmaintain consistency.
SOWHERE AREWE NOW?
April 1st Operators holdingMSCC5 certificateswill need to have their certification re-assessed at five year intervals. All previous certificates were invalid from1stApril 2020 although, subject to a structured plan, a limited number ofMSCC4 certificatesmay be permitted until 31st March 2022. Do not be complacentwith regard to certification or the accuracy of your data if you are on extended contract periods beyond 1stApril 2020. Bearing inmind the concern expressed by theWater Companieswith regard to accuracy, it is highly likely thatwithinAMP7 theywill look to usingAI for quality control checks on data. Unfortunately, this concern has been reflected in the lower than expected pass rate of those attending theMSCC5 update course. It is yet again a reminder that it is the responsibility of both the contractor and the client to do regular quality control checks. On one hand itmaintains the reputation of the Contractor and on the other saves the client hassle, time andmoney. If you have any concerns, youmaywish to consider putting some staff on the full course instead of the refresher/update.
WHAT IS STILL UNDERDISCUSSION?
An update to theManual of Sewer Condition Classification to Edition 6 is being discussed due to improvements in associated and allied technologieswhich lead to the ability to report inways not previously possible. Mention has already beenmade about a desire to concentrate on the deterioration of sewers, a processwhich is very slowand,when repeat

surveys are carried out, any expected deterioration is less than the resolution towhich defects are recorded. As there is growing evidence thatminor defects can have a significant impact on the serviceability of sewers, it is likely that the JDS andOJS codeswill be re-introduced. Astudy into infiltrationmay call for changeswhilst coding implications also arise fromRisingMain surveys and the use of zoomcameras.
New and emerging visual inspection technologies
There are a number of inspection technologieswhich have either been introduced or are under developmentwhich require serious consideration for future planning. The coding systemhas served us well for the last forty years and it is important that the system continues to evolve to take into account the implications of improved understanding of serviceability and pipe deterioration and the opportunities raised by newtechnology. Structured light systems could also assist in improving the understanding of pipe deterioration especially if the systemcould be combinedwith the camera systemto allowfor a single pass inspection. Developments in artificial intelligence (AI) have opened up opportunities to look at time consuming options such as knowing the location of individual joints, if rocker pipes have been provided, where there have been repairs,where pipes have been cut and if they are of a lower standard. Other items being explored are themachine interpretation of CCTV images and the use of inclinometers. The current discussions are allowing for all parties to bring their ideas and forward thinking to an industrywhich continues to evolve through newknowledge and innovative technologies.

CCTV RigManagers are nowrequired to be trained toMSCC5 standard and the certificate is only valid for five years. If the certificationwas gained before EUSkills registration took place, then an application can bemade for the issue of an EUSkills card. Develop are offering a two day conversion programme for those needing to convert fromMSCC3/4 toMSCC5. TheWaterUKCCTVTask and FinishGroup continue tomeet to look at and take forward the issues outlined above and further informationwill be publicised as decisions aremade.
