Water and Sewerage Companies confirmCCTVTraining Requirements
Regular readers of theDrain Tradermy recall that back in June 2014 noticewas given that theWater Companieswould be looking to all CCTV rigmanagers be trained toMSCC5with a target date of 1st April 2015 for implementation. Itwas also announced that the updated certification would only be valid for five years before re- assessment or retrainingwas required.
By June 2016 youwere advised that: `WaterUK nowsupport the upgrade to the Fifth Edition but it has taken three years to get this far and the transfermay not fully take place until the end of the currentAMP period (2020)’. Fortunately, someWaterCompanies are alreadymaking provision to require compliancewith the newstandard and upgrading their software tomatch. In the meantime, some operatorswill have to be conversantwith various editions to satisfy their customer software provision.
5 YEARS One final and significant point,which also

came into effect on 1stApril this year (i.e. 2016), is that of training certificate longevity and expiry. All newly attained training certificates will nowonly be valid for 5 years, afterwhich time, userswill be expected to take a‘Refresher’ course to:- (a) prove competency, (b) ensure quality control and knock out‘bad habits’, and (c) to keep a tab onwho is still activelyworking in this sector. Additionally, allwho hold an OS19 (pipe)/OS21 (brick) certificate have until the end of the currentAMP (April 2020) to complete the appropriate conversion course to upgrade to the newcertificate.
SOWHAT HAS HAPPENED SINCE?
WaterUK set up aCCTV and FinishGroup in June 2018with the aimof resolving some of the issueswhichwere blighting both sides of the industry. Thewater companieswere becomingmore concerned about the accuracy of data and the specialist contractorswanted clarification regarding certification and training. Added to themixwas a need to
better estimate the deterioration of sewers to determine long terminvestment requirements, the advancements beingmade in technology and its future place in the industry together with advancing date for the nextAMP period. Representatives fromthe English andWelsh water and sewerage companies,WRc,NSA, NADC,Develop andWincanwere invited to participate in the
discussions.This allowed for in depth andwide ranging discussions across thewhole spectrumallowing all to understand and appreciate competing views and new technologies. TheGroup nowmeets regularly to reviewand refine the issues raised. Early agreementwas reached on certification requirement inasmuch that all operators are expected to hold theMSCC5 certification in Pipe SewerConditionClassification fromthe start ofAMP7. If contractors have not acted on the previouswarnings and still have rig managerswithMSCC4 certificates theymay have been eligible to compete for tenders BUT theywill need to demonstrate a structured plan to showthat all rigmanagerswill have achieved the required certification byApril
