PMU agreements in Africa extend back as far as the mid 1980s, with PMU providing technical assistance for the creation of a sales network in Africa, based on French horse racing. Tis approach has also been used all over French-speaking Africa. In 1994, a dozen African countries started to receive the television broadcasts of horse racing via broadcasts on French state television.
Since 2016, PMU Partenaire (which allows individuals or businesses to become partners or affiliates of PMU) has been supporting public and private operators to develop horse racing betting on African soil. In many African jurisdictions agreements with the PMU allow punters in Africa to bet on the same horse races and with the same payouts as the PMU’s players in France. Tis means that games that are popular in France are also available in Africa such as Quinté+ - a daily bet where participants try to predict the first five horses to finish a specific race.
In Senegal, for example, the Senegalese National Lottery (Lonase)
controls horse race betting in tandem with the PMU which has been present via PMU betting outlets since 1987. Today punters can place their bets at
authorized points of sale, including PMU betting shops and other designated outlets. This is via PMU’s partnership with technology and platform provider Honoré Gaming.

Honoré Gaming works as a technology partner for land-based and online sportsbook and casino operators in the African region, with a particular focus on French-speaking markets where its operators dominate in the likes of Congo Brazzaville, Chad and Senegal.
Popular PMU products are also available via agreements with other state lotteries such as Te Ivory Coast in southern West Africa, where the Loterie
Nationale de Côte d’Ivoire (LONACI) has the exclusive rights to run lottery games. Lonaci also offers PMU horse racing parlay products and live betting. Also in West Africa, in Benin the National Lottery, Loterie Nationale du Bénin (LNB), offers horse race betting via PMU. PMU is also present in Central Africa thanks to a partnership with the lottery - Cogelo SA, Congolaise de Gestion de Loterie in the Republic of the Congo (Congo-Brazzaville) and via private operator Congobet. In the Democratic Republic of Congo, meanwhile, a number of PMU related horse racing products are also available via Congobet.
