Te Riverboat Gambling Act was approved in 1993 which authorised up to 10 casino licences. An 11th casino permitted in a ‘historic hotel district’ was approved in 2003 and this saw the opening of the French Lick Resort Casino in 2006 with 736 slots and 28 table games. In 2007 legislation authorised the installation of up to 2,000 slots at the state’s two racetracks and later table games were also permitted. Te sector is regulated by the Indiana Gaming Com- mission. Total gaming revenue for the casinos amounted to $2.82bn in 2023, a drop of 2.3 per cent from the previous year mainly due to competition from Illinois. Tis was divided between $1.99bn for slots and $432.9m for table games. It is operated by Churchill Downs. Te northern state casinos have historically at- tracted players from the Greater Chicago area, but now face competition due to Bally’s Chicago Casino which opened in the city limits recently whilst the southern state casinos compete with Ohio casinos. Meanwhile sports betting at commercial casinos and racinos was permitted in 2019 and they can offer online sports betting through a maximum of three platforms under their licences. At the end of 2023 Indiana’s online betting market was served by 12 digital sportsbook platforms. Sports betting saw state revenues of $404.4m in 2023, a 4.5 per cent increase from the previous year.
