Te state of Arizona has no commercial casino venues but does offer sports betting through commercial sportsbook operators via regulation managed by the Arizona Department of Gaming. Arizona is the seventh largest sports betting market in terms of revenue. In 2021 a state law permitted landbased sports betting at Arizona’s sports venues plus up to 10 racetrack or off-track locations. Online sports betting is permitted at a maximum of 20 licensed platforms of which 10 must be partnered with professional sports teams/facilities or 10 via native tribe partnerships. By the end of 2023 sports betting was available at 14 retail sportsbook lo- cations and via 17 online platforms. In August 2023 a new application for licences was offered by the gaming department as not all licences under the 2021 initial application were set up. Te new offer included one partnered with an Arizona Indian tribe and two partnered with professional sports teams however only one of the three was awarded to Bet 365 partnering Ak-Chin Indian Community bringing the total number of online platforms available to 18. GGR for the state’s commercial sports betting amounted in $557.4m in 2023 compared to $482.9m in 2022 and $161.1m in 2021. Te sports betting licence fee is $750,000 plus $150,000 annually. has 25 tribal casinos (2022) operated by 22 tribes which are governed by the Arizona Tribal-State Gaming Compacts. Each compact with the tribes last for 10 years and can be renewed for another 10 years and an additional two years. A total of 16 Arizona tribes operate 25 Class III casinos with more than 19,800 slots in total and another six tribes operate just slot machine rights which they can lease to other tribes with casinos. Under the compact a maximum of 1,400 gaming machines are authorised at each facility. Te compact also permits for 100 card game tables at facilities located more than 40 miles from any town with more than 400,000 population and 150 card tables at casinos within 40 miles of a town with 400,000 population. As of January 2022 there were around 550 card and table games in operation.

Tere are a total of three casinos in Arkansas - one land-based casino and two racinos. Te two racinos have been permitted since 2018 when votes approved a total of four casino licences for the state. Te racinos are located at the state’s two racetracks - Oaklawn Park in Hot Springs and Southland Park in West Memphis operated by Delaware North, whilst the Saracen Casino

Resort in Pine Bluff has 1,800 slots and 40 table games and is one of the few commercial casinos in the US under tribal ownership via the Quapaw Nation. Oaklawn Park underwent a $100m expansion in 2021 including a refurbishment of the casino plus new hotel facilities. Te gaming sector is regulated by the Arkansas Racing Commission which has launched a review over the fourth casino licence pencilled for Pope County. Cherokee Nation Entertainment and Gulfside Casino Partnership have both submitted proposals. Te process has been long standing due to the courts voiding two previous versions of licences issued to Gulfside and Cherokee Nation. In 2023 Arkansas’ casino gaming revenue reached a record $686.6m, which with 11.8 per cent more than the previous year. Electronic gaming devices saw a GGR of $580.3m whilst table games brought in $69.1.m. Retail sports betting has been permitted since 2018 at the state’s casino locations. Online sports betting was launched in Arkansas in March 2022 after a hesitant start. Total sports betting wagering revenue doubled to $37.2m reflecting the first full year of operations. Tere are three online op- erators – Betly (Southland), Oaklawn Sports and Bet Saracen. Casino licence renewal fee is $10,000 every 10 years whilst the tax is 13 per cent on the first $150m in casino gaming revenue and 20 per cent thereafter.
