Meanwhile, approval of legislation in 2022 means Massachusetts has been offering legalised retail sports betting since January 2023 and online operations since March, after a bill authorised online and in-person sports betting via the three commercial casinos/racinos.


Te Massachusetts Gaming Commission regulates the market and there are a total of 11 betting licences approved. Online betting licences are either tethered with sportsbooks partnering with local operators or un-tethered so operators can launch with no betting partnership.


In Virginia a 2019, legislation changes gave voters the chance to consider commercial casinos to assist economically challenged cities.


Five cities were able to decide where their state should licence a casino. Four casinos were approved in Bristol (Hard Rock), Danville (Caesars), Norfolk (Pamunkey) and Portsmouth (Rivers). A fifth in Richmond was rejected and was due to be voted on again in November.


Tree of the four casinos are owned by Native American tribes although all three are licensed as commercial casinos. Tere are no federally approved Indian gaming casinos in Virginia.


Rivers Casino in Portsmouth opened in January 2023 and is owned and operated by Rush Street Properties, a Chicago based gaming and entertainment company, which operates four other casinos in Illinois, Pennsylvania (Philadelphia and Pittsburgh) and New York.


Hard Rock in Bristol is due to open in mid-2024 and the $520m casino will house 2,700 slots, 100 table games, 750 room hotel and 3,200 seat concert theatre. A temporary casino opened in July 2022. The Hard Rock Casino Bristol is a partnership between Hard Rock International (owned by the Seminole Tribe of Florida) and the Bristol Resort and Casino.

Te $340m Portsmouth casino was Virginia’s first full service permanent casino and has 1,446 slots and 57 table games and a 24 table poker room. A hotel is due to be added at a later date.


Caesars Virginia in Danville opened an interim casino in May with the permanent due to open at the end of next year (2024). Tey have partnered with the Eastern Band of Cherokee Indians and the new $675m casino resort will include 1,300 slots, 85 table games, 24 electronic table games and poker room casino with a 500 room hotel, spa and entertainment and convention centre. Te temporary casino is adjacent to the construction site.


Caesars and the tribe have a 20 relationship with casinos in North Carolina. Te tribe also operates two casinos in North Carolina - Harrah’s Cherokee Casino Resort and Harrah’s Cherokee Valley River Casino and in 2021 purchased Caesar’s Southern Indiana Casino for $250m – their first acquisition outside of their home state.
