racing breeds. Horse racing contributes around $1.9bn to the GDP in Ontario and supports 23,000 jobs. Te OLG supports this sector with a 19-year funding agreement signed in 2019. Horse racing income amounted to $159m.


LOTTERY - Te lottery began in Ontario in 1975 and OLG operates 15 lottery games, sports games, and 96 instant products via 9,800 retailers across the province. New lottery games such as $10 Mystery Multiplier Instant and $30 Jumbo Cash were introduced in recent years whilst OLG expanded its high-value offerings in its instant portfolio with $100 Ultimate.


In 2022, the OLG also began rolling out self-serve lottery terminals with around 1,400 machines expected to be installed this year. Lottery retail sales amounted to $4.3bn with $2.49bn from lotto, $1.57bn from Instants, and $293m from sports. Te OLG’s digital gaming sector saw proceeds of $669m last year with $561m in revenue.


ONLINE GAMING - Ontario’s first regulated igaming platform, PlayOLG, was launched in 2015 and is run by OLG and offers casino games, lottery and instant play, sports betting, and novelty games. However, in 2021 the Ministry of the Attorney General and Ministry of Finance announced they were looking to open the market to introduce a more competitive internet gaming market and the state’s private igaming market, iGaming Ontario (iGO) launched in April 2022 becoming the first province in Canada to launch a licensed and regulated online gaming market.

Operators have to be registered by the AGCO and during the first quarter of activities (April to June 2022) there were 18 operators with 31 websites and total wagers of $4bn and revenues of $162m.


Te first full-year fiscal report (April 2022 to March 2023) saw $35.5bn in total wagers and $1.4bn in total online gaming revenue. Tere were 45 operators in total


with 76 websites and 1.65 million active player accounts and a monthly average spend per player account of $70.


It is estimated that online gaming revenue in Ontario could reach $1.98bn within the next five years and $2.66bn within the next 10 years.


For the Q2 2023 (July-September 2023) total wagers amounted to $14.2bn with $540m in revenue. Of this amount casino games (slots, bingo, etc) saw the biggest amount of wagers (84 per cent) with $11.9bn followed by betting $1.9bn and P2P Poker with $397m.


A spokesperson at iGaming Ontario said: “Tis interest is in part due to the large Ontario population and the mature market behaviour operators have seen in the province. However, it can also be attributed to the province’s competitive revenue share rate, the legalisation of icasino products instead of just sports betting, the recent legalisation of single event sports wagering, the lack of landbased ties that are seen in other jurisdictions, and an open competitive process that does not feature an arbitrary cap on the amount of operators in the market.”


A Deloitte report estimated the Ontario gaming market opening created 12,000 jobs and added close to $1.6bn to Ontario’s GDP last year. Tere have been a number of new start-up companies entering the market, plus other worldwide companies entering the Ontario market with the hopes of expansion elsewhere in Canada.
