Te capital, Quebec City, is the oldest city in Canada whilst the landscape of the province is laced with thousands of lakes and rivers including the St Lawrence River which cuts across southern Quebec from west to east and is a vital waterway. Agriculture, forestry, and fishing are big industries.


Gambling has been legal in Quebec since the 1970s and is regulated by Loto Quebec which is both operator and regulator of gambling covering the lottery, gambling, and racing sectors. Te four casinos in Quebec are also owned and run by Loto-Quebec which was founded in 1969.


Total gambling revenues in 2022/23 amounted to $2.99bn compared to $2.21bn the year previous. It is above the $2.82bn received in 2019. Net income last year was $1.6bn.


CASINOS – Tere are four casinos in Quebec:


Casino de Montreal is the largest gaming establishment in Canada and has more than 3,000 slots and 70 tables plus electronic games, 80 interactive multi-gaming stations, and a poker lounge. Te site has three restaurants and four bars.


Hotel-Casino du Lac-Leamy offers a theatre, bars, restaurants, nightclub, five star hotel and conference centre. Tere are 1,700 slots, 60 gaming tables, 45 interactive multi-game terminals and a poker room. Te five-star Hilton offers 350 rooms.


Charlevoix Hotel-Casino is located in the historic Fairmont Le Manoir Richelieu Hotel which sits on the St Lawrence River. Tere are four

restaurants, bars, a golf course, a spa, and meeting rooms. Te casino has 734 slots and seven tables plus 14 electronic games.


Mont-Tremblant Casino is a smaller but charming casino in the mountains with a bar and restaurant and a casino with 500 slots and 15 tables.


Meanwhile, there are two large- scale gaming halls– Salon de Jeux de Quebec and Salon de Jeux de Trois-Rivieres – these are also operated by Loto Quebec via SEJQ. Te first opened in 2007 and they offer slots, VLTs, and electronic games.


Te casino and gaming halls generate around 36 per cent of the total gaming revenues in Quebec with $1bn last year which was the province’s best result – this is divided between casinos with $668.3m, gaming halls with $67.1m, and online casino with $270m.


VLTS – State-controlled VLTS were introduced into Quebec in 1994 and are operated by Loto Quebec via the subsidiary Sociéteé des Éstablissements de Jeux de Quebec (SEJQ). Tey are offered in Quebec to bars which must obtain a permit granted by the Régie des Alcools, des Courses et des Jeux. Tere are three types of games – line games, Keno games, and poker games – and there are around 12,000 VLTs in 2,000 or so establishments. Winnings are $1,000 maximum. Tere are also around 30 bingo and kinzo halls throughout the province.


Revenues for the gaming establishments sector covering VLTs in bars, event betting, kinzo, and bingo amounted to $922.2m

Lottery revenue amounted to $996.1m last year, a slight drop from the year previous. Tis is divided between draw-based lottery games with $700.6m and instant games with $295.5m. Online lotteries saw revenues of $124.2m.


ONLINE GAMING – the only legal online gaming in Quebec is via the site lotoquebec which is the point of sale for all Loto Quebec online products such as casino games, sports betting, lottery, poker, instant games, and bingo. Te company now has more than 1,000 games on offer online.


A new feature is players can now play one of 20 real slot machines live from Casino de Montreal whilst sportsbook Mise-o-jeu was also launched at Casino du Lac- Leamy and Salon de Jeux de Trois Rivieres so players can view via giant screens and place bets (including live bets) onsite.


Online gaming for last year saw revenues from Loto Quebec (lottery, casino, and event betting) of $403.9m – this represents 13 per cent of Loto Quebec’s total revenues. In 2019/20 this was just five per cent.

LOTTERIES – with a sales network of 8,500 retailers, Loto Quebec has been dealing in lottery products since 1970 and offers scratch tickets, draw lotteries such as Lotto Max, Lotto 6/49, and Grande Vie plus sports betting. Since 2022 the Lotto 6/49 has undergone a makeover and now offers two multi-million dollar jackpots in each draw.


Tere is a big push to open up Quebec to become the next open sports betting jurisdiction. Te Quebec Online Gaming Coalition was formed last year by operators to lobby for the changes pointing at Ontario as a prime example. It is estimated that around 75 per cent of Quebec players use illegal offshore online gaming sites. Online gambling surged during the pandemic and it is reported that 15 per cent of the population in Quebec are gambling online compared to five per cent in 2018.
