Two years ago bookmakers and sweepstake cash desks were also moved to these two zones meaning if players want to place a bet they must travel to these regions or go online.
Before the 2007 law came into place there were a reported 140 casinos and 2,000 gambling halls and around 24,000 slot machines in the market. Tis reduced to around 13 casinos by 2014.
Today there are six licensed casinos, 10 gaming halls, 16 bookmakers and eight totalisators. Legal sports betting operators include 1xBet,
Tennisi.kz, Parimatch, Fonbet and Olimpbet.
Online casinos are prohibited although there is little to prevent offshore operations and there is no blacklist of unlicensed operators.
Annual gambling revenues were around T500bn (€1bn approx) in 2021. Tis revenue has risen seven-fold from around T89bn in 2020. Some 70 per cent of this is generated by bookmakers.
At the end of 2022 total taxes from gambling businesses amounted to T124bn (€255m) of which the lion’s share T109bn came from bookmakers.
THE LAW
Te Law no. 219 was based on a Russian casino model and published in January 2007. Tere have been some amendments added since and rules include the following:

sweepstakes are only to be located in the Almaty region (Kapshagai reservoir) and in the Borovoe districts of Akmola region. Boundaries are determined by local authorities.
Te gambling facilities must be located in non-residential premises and not in religious, educational or cultural buildings airports or stations.

At least 30 gaming tables must be installed in one casino.

At least 60 slot machines must be installed in a gaming hall.

Slot payout must be a minimum of 95 per cent.

Gambling is only permitted for those over the age of 21 years.

Applications for licences are submitted by the Ministry of Culture and Sport and the fee for a casino and slot hall licence is 3,845 Monthly Calculation Indices (MCI) which is approximately €26,000 and 640 MCI for sweepstakes/bookmaker office which is approximately €4,200. Annual licensing fees are the same amount.
Taxes – casinos monthly tax fee is 1,660 MCI per gaming table (approx €11,500) and slot halls monthly tax fee is monthly tax fee is 60 MCI per machine (€400). Bookmakers pay a monthly tax fee of 300 MCI per one bookmaker office counter (€2,000). Online betting pays €20,900 approximately and online totalisator pays €27,900 approximately.
