Te Southern zone is on the coast of the Kapshagai reservoir in the Almaty region. Kapshagai has recently been renamed Konaev and the city is now the capital of Almaty. Tere are five casinos in this region - Mega Club, Makao Casino, Astoria, Kapshagai Palace and Bestam Corporation.

Te idea is to turn Konaev into an administrative centre and by 2050 double the size of the city area increasing the population from 70,000 to 200,000 and developing more residential buildings, student campus, cable cars, and recreational areas. Tere are no plans to relocate the casinos due to the T80bn in taxes received from the area and up to 7,000 employees direct and indirectly employed.

Konaev is located on the Ili River and the construction of the Kapshagai Dam in the 1960s forms the reservoir which is popular with beach goers.
