PARKING HAS CHANGED The Parking industry has received its fair share of bad publicity over the years but many positive changes have happened. Governing bodies and the British Parking Association (BPA) have now embraced this requirement for change and the need for tighter controls and legislation on those operators who wish to provide such services.

The latest piece of legislation affecting the industry comes under the new Protection of Freedom Act which has made clamping and vehicle towing on private land, without lawful authority, illegal and therefore a criminal offence in England and Wales.


As one of the of UK’s market leaders in providing parking management services, UKPC have always looked to meet all of their clients’ parking requirements without the need for clamping or towing. Their use of high tech and non-confrontational methods has proved a recipe for success in resolving simple to complex parking problems.


Another key piece of legislation which forms part of the Act is the provision, from 1st October 2012, of an independent appeals service known as POPLA (Parking on Private Land Appeals) for when an individual has received a parking charge from a parking operator and appeals their ticket. If the parking operator, via their own appeals process and procedure, upholds the parking charge and

therefore rejects the appeal, then the individual then has the right to take their appeal to this independent adjudication service.


All of these changes can only enhance the parking management industry and ensure that there is more clarity and accountability for all private parking operators, but also stringent guidelines and supporting mechanisms within which to operate.
