apprenticeship programmes (ones that really make a significant impact on the productivity) start with the recruitment stage and mirror a similar set of behaviours:

They ask why and why not? They look at their recruitment and skills
needs and ask themselves a simply question: “Could this be an opportunity to recruit an apprentice?” They analyse the job requirements, the day-to-day workload and activity and discuss with an accredited training provider if the job role would be suitable for an apprentice and a way to bring new talent into the firm to nurture and develop.
