WHAT IS A FEOFFEE and WHAT DO THEY DO? D


ating from the days when England still had a feudal system, today a Feoffee (pronounced fef-ee) is most


commonly a trustee of property which has been given to a town or village in order that the profits arising from it might be used for charitable purposes. What those purposes can be, vary, dependent upon the terms of the bequest or grant and what is most beneficial to the intended beneficiaries. For example, if a group of Feoffees were left a


modern 3-bedroomed house in good order and there was a desperate shortage of affordable housing for local families, the most useful purpose would be to rent that property out on reasonable terms. However, if the property were a tiny one-bedroom period cottage in a dilapidated state set in a significant plot ripe for development, a more practical approach could be to either sell it on to raise funds to purchase a more suitable property for local needs or, if the Feoffees held sufficient reserves to do so, develop the site themselves in the most appropriate and beneficial manner. Feoffees are entirely voluntary, public spirited individuals,


who collectively hold in trust and manage the assets passed to them (whether that be cash or property) for the good of the local community. They hold charitable status and often

Supporting the parish church and giving alms to local pensioners. The Feoffees own and manage a portfolio of rental properties within Kingsbridge which are made available to local tenants only at below market rent to assist local families secure affordable housing within the parish. Parish residency requirements apply. Currently there are no vacancies available. The Feoffees also fund periodic payments to pensioners in want within their parish, both regular and in extremis (potential beneficiaries may apply to the Secretary for details). In addition, the Feoffees make


grants to other community organisations/charities to benefit the local community; provide an annual tithe to support Dodbrooke Parish Church; and make exceptional payments/donations for restoration/ upkeep of that Church.

The basis of the Charity is to generally or individually support disadvantaged persons resident in the Parish of Kings- bridge, who have a long standing connection or association with the town by providing affordable housing for rent. The Town Hall and Market Hall are hired out to local churches, charities etc. for a low charge which is increased for hirers who use the facilities for exhibitions, markets, sales, etc.

affordable housing for locals struggling to find accommodation; fund lifeline alarms; cover exceptional essential expenditure; hiring out buildings for community events…and the list goes on. MALBOROUGH FEOFFEES Charity no. 259614 Contact details:Pauline Greaves Tel: 01548 843068 Email: malboroughfeoffees@hotmail.co.uk Public address: Valley View, Rew, Malborough, Kingsbridge, TQ7 3BW Aims & activities: Malborough Feoffees consists of three separate charities: The Parish Lands Estate Charity - No 259614 which dates from 1687 and two other, more recent, charities namely The Parish Lands Charity - No 810235 and The Parish Lands Educational Foundation - No 306910. The object is to provide funds for the upkeep of the parish churches and to provide benefit to those who need it and live in the Ancient Parish of Malborough which includes the modern Parish of Salcombe. In the Malborough area this takes the form of providing and funding lifeline alarms through Appello and the Educational Foundation provides a sum towards travelling expenses for those in further education up to the age of 25. In the Salcombe area payments can be made towards electricity bills. Anyone in need can apply for a one off payment outside of the above to cover necessary unforeseen expenses which has to be agreed by the Trustees. The Trustees are drawn from officers of the Churches with the vicar taking the role of Chairman and representatives from Malborough Parish Council and Salcombe Town Council. There is also a co-optative Trustee from both Malborough and Salcombe. Income, in the main, is derived from investments and rental income from a local property.
