Scout Executive’s Minute
How is your neighborhood’s or your town’s Civic Engagement Quotient performing? Not sure how what it is, or how to measure it?
One sure way is by looking at how Scouting is doing in that same community. Or churches, or service clubs. These organizations . . . even youth sports . . . are direct reflections of the Civic Engagement Quotient.
We can talk about school recruiting access, or camp attendance, or volunteer training and online program helps – all of these things are important tactics in the pursuit of a quality Scouting pro- gram – but if the Civic Engagement Quotient (CEQ) in your town is low, Scouting will be weak.
So what is CEQ? It is the ratio of involved, committed adults who will work with each other to accomplish important things, within the larger population. In fact, it is the ratio of involved committed adults within a pack or troop or post or crew, too!

Lots of people are worried about mega trends in America today. There are lots of fears, and many people who believe negative trends are threatening their hopes for the future. We look for an elected leader who will make things right. We form up in groups – formal and informal – to advocate for specific rights for the members of the group. We debate what should be our common values. We seek a silver bullet.
Civic engagement is that silver bullet. People who work longer and longer hours, sit in traffic for an hour, retreat to computers and televisions, and look for things for their children to do that don’t involve them – are missing the solution to their greatest problems.
Sometimes Scouting leaders must engage in “Volun-telling.” We can’t always just stand in a group of adults and ask people to help. For a variety of reasons many of them won’t volunteer, and more importantly, you may not get the right person to take the job that they are best suited for.
In all cases, however – we must remember to tell people first and foremost why they should engage. The Civic Engage- ment Quotient is a direct reflection of the quality of Scouting, of the community in which we live, and it is the silver bullet for our children and the world they will live in. We must get engaged, and work together – that is Scouting’s “secret sauce” – and if our community’s CEQ is low, it is up to us to change it.
