New fast track standards for smart street furniture


Two new fast track standards were published earlier this year which will make it easier for street furniture to be used to host advanced wireless networks.


In 2022 BSI led a workstream on smart infrastructure standards for the Government’s Digital Connectivity Infrastructure Accelerator (DCIA) Programme to help infrastructure owners, generally local authorities, make lighting and CCTV columns available to support advanced wireless networks, including 5G. The DCIA programme aims to maximize the benefits of improved digital connectivity to the UK economy and communities across the country. Following a standards landscape


review, a wide range of organizations were interviewed including central and local government, infrastructure designers, providers and maintainers, manufacturers, police and security


services. Desk-based research was also undertaken into international best practices for physical security measures, design considerations and operational models. Recommendations from all these


sources, plus further stakeholder consultation, were considered in the development of two fast track PAS standards for multi-functional lighting and CCTV columns. PAS 190 provides a set of


recommendations for infrastructure owners and managers to enable them to assess and categorize their existing assets. The PAS will support decision- making in assessing whether existing


lighting and CCTV columns are suitable to be connected, and/or potentially upgraded with modifications, to accommodate advanced technologies. PAS 191 specifies design


requirements and performance attributes of multi-functional columns. This design specification will help local authorities, highways authorities, asset owners and equipment owners, and mobile network and neutral host operators to understand what smart columns are needed to support their long-term community plans. The standards were published and made available free to download in Spring 2023.
