28 Digital transformation in emerging economies

convened a high-level expert panel to advise us,” said Cindy. The panel comprised experts from international and regional institutions including UNCTAD, the Foreign and Commonwealth Development Office (FCDO), the African Development Bank, the Commonwealth Secretariat, International Organization for Standardization, African Organisation for Standardisation, and the South African and Kenyan NSBs. “The training programme outlines
the key standards that will address the issues that these countries are grappling with,” says Cindy. “It explains the principles and methodology behind standards, illustrated by examples. The aim is to demonstrate the value of using standards to build trust in the digital economy. “Along with the advisory expert panel, the BSI toolkit was developed in close
consultation with FCDO. Through our engagement, and their belief in the quality and relevance of the toolkit, FCDO has sponsored its application, within the framework of its Digital Access Programme.” The Digitalization Toolkit was launched at UNCTAD’s eCommerce week in April 2022, which focused on solutions to advance the digital transformation of developing countries. Since then, the toolkit has been applied in countries including Kenya and Indonesia with plans in development for it to be rolled out in more countries. “The creation of the Digitalization
Toolkit highlights the importance of BSI’s role as a convener,” says Cindy. “We are bringing together organizations that have never worked together before to create an ecosystem of digital transformation.
This is a new kind of global convening that we are doing that will maximize the impact of standards – and this is only the start of our journey. “BSI has a strong track record
of providing technical assistance to Africa and the ASEAN region, although not in the digital space but in traditional capacity-building to facilitate trade and market access,” says Cindy “We’ve been working with developing countries for around 25 years and we’re regarded as a trusted partner, particularly through our

flagship Commonwealth Standards Network Programme, funded by the UK Government. “But now we’re taking this further and through the support of FCDO, we are working with Kenya and Indonesia to take them down a digital maturity road underpinned by standards. We’re really motivated by the positive response we’re receiving because it shows the value and relevance of our approach. And we’re really excited for where the road may lead, following the work in these two countries.”
