20 Data sharing and interoperability
Companies are often unwilling to share data which they see as part of their intellectual property
“For data to be exploited to its full potential, supply chains need to operate on a different basis where risks and benefits are shared”
While many operators in the digital world are excited about the potential benefits that sharing data more widely could bring (see ‘Unlocking the value of data through standards, p13), in- dividual businesses and organizations are more cautious.
Their understandable concern is one of trust, which has two sides to it. The first is one of security; organizations are asking ‘how do I know that by sharing my data I’m not opening myself up to cyber attacks, or compromising the security of my systems?’
The second side relates to the value of data to the individual business, and this raises what Ben Sheridan, Sector Lead - Digital, BSI identifies as a significant barrier to data sharing. “The more data there is, the higher potential value that data takes on. The conundrum is that the higher the value of your data, the less likely you are to want to share and make it available to others.
“In manufacturing, better data helps you make better decisions about a product or process, but some of the data you need might be owned by a supplier, and that data is valuable to them. Remember – the biggest commercial advantage any manufacturer in a supply chain has over its competitors is its trade secrets, and sharing data may give those trade secrets away. Sharing data for these companies is the same as sharing intellectual property (IP) – something you usually avoid doing at all costs.
“Businesses are wary of data falling into the wrong hands and they tend not to want to share it under existing relationships and business models. For data to be exploited to its full potential, supply chains need to operate on a different basis where risks and benefits are shared.” The UK Government’s National Data
Strategy recognizes lack of trust as a problem; in its workstream ‘Measuring the data ecosystem’ there are seven
