to the Government to make the road available and maintain it, it makes more sense to do it that way. “What they’re talking about is a test bed of capabilities for innovators to use to explore options. It could be using synthetic data to test AI applications to see how they work before being introduced to the real world, or using a digital twin instead of physical testing in the real world, which can really speed up the rate of progress. If this platform was widely available, it would reduce some barriers to entry.” The report frequently mentions the importance of standards, describing how initially the base layers of CPI should be built and tested “…baking in standards, security, ethics and trust by design”, and pointing to the use of ‘agile sprints’ to develop new standards. Standards are also referred to


by implication in the report, as it highlights the need for societal and community engagement for acceptance, and the importance of governance, data, security, ethics and trust to underpin the operating of the ecosystem. “BSI is already looking to identify, develop and share good practice


in the use of CPI capabilities,” says Ben. “We will be involved in some of the programmes the report is recommending, using our convening power to speed up the identification of existing good practice. “Making good practice more widely available through standards means others can more rapidly benefit from innovations, not just those with the resources to make large investments. “If we move quickly, we can describe what good looks like and how organizations can interact with the CPI infrastructure in the most productive way,” says Ben. “This would also encourage businesses to invest in new technology as a functioning CPI would convince them it was worthwhile. “Using international standards mechanisms, we could then take a lead internationally by exporting good practice to the rest of the world, as we did in the past with railways, the telephone and more recently, with management systems standards for areas as broad as cyber security and sustainability.”
