priority areas that all relate in some way to establishing trust in data sharing. Priority number 3 is to, ‘… support the development of a thriving intermediary ecosystem that enables responsible data sharing.’ The question remains, what would that ecosystem look like? “Businesses need to be able to share data with confidence in a secure environment where the data is not at risk from a cyber attack and where it is clear who benefits from decisions made with that data,” says Ben. To start building a picture of what good would look like in a data ecosystem, Ben identifies the need for good practice to emerge in a similar way to ISO 9001 Quality Management Systems, which was a response to the globalization of supply chains, providing a minimum level of assurance. The next stage would be the
creation of a Data Trust Framework, hosted by a responsible and trusted institution. “The concept exists,” says Ben, “but the good practice that would guide this doesn’t, nor does the institution that would host it.” However, three factors have been identified which are necessary for success. need to demonstrate it has the technical knowhow and skills to handle massive amounts of data and keep it safe. Secondly, there would need to be legal agreements in place to underpin collaboration, and thirdly, a governance framework would have to be agreed to protect the interests of participants. “We’re in a period of disruptive
innovation characterized by high levels of uncertainty,” says Ben. “There is clear demand from the business
community for something like the ‘thriving intermediary ecosystem that enables responsible data sharing’ as outlined in the National Data Strategy, but as yet there is no consensus on what that looks like.
“Lots of people, including at BSI, are bringing their experiences and ideas to answer the puzzle of what good looks like (Food for thought’ right) and a consensus will start to emerge from that. We see BSI having a significant role to play in that as we go forward.”
