1.7 During Construction - Disturbance Avoidance and Management 1.7.1 Embedded mitigation


35. The construction operation has a range of measures already embedded within its operational procedures to avoid significant disturbance to breeding and non-breeding birds that have been outlined above. This includes the requirement to follow the CoCP and the employment of an ECoW.


36. Additional detail on these measures relevant to the construction phase are:


At all HDD sites measures will be applied, with appropriate monitoring, to ensure that noise occurring on areas used by concentrations of Brent Goose and Avocet and nesting Schedule 1 birds is kept below 70 dBAmax.


At the HDD operational sites constructing the crossings of the Deben Estuary and the Martlesham Creek measures will be applied, with appropriate monitoring, to ensure that that artificial illumination of areas used by concentrations of Brent Goose and Avocet is kept below 1 lux.


At the HDD operational sites constructing the crossings of the Deben Estuary and the Martlesham Creek onsite visual barriers will be erected around the works area to minimise visual disturbance.


At the Deben Estuary HDD crossing site where concentrations of Avocets are known to feed in the intertidal area close by, but shielded by the tidal embankment, all construction workers will be given strict instructions not to leave the HDD site and walk up on to the sea wall. This will avoid construction workers ‘skylining’ on the sea wall and disturbing the Avocet.


37. The ECoW will be supported by a suitably licenced ornithologist in those circumstances where an active nest of a Schedule 1 species has to be approached closely in order to assess the stage of nesting activity.


1.7.2 Species specific application of avoidance and management measures Brent Goose


38. The ECoW will monitor the distribution of feeding Brent Geese in the intertidal areas around the HDD crossing points and on the agricultural land adjacent to the Deben Estuary. This will be to ensure that the measures described in this EcMP are implemented and are effective.


39. The ECoW will monitor the cropping pattern of the fields on the agricultural land adjacent to the Deben Estuary in order to determine whether or not the farmers have sown crops
