28.8 Potential Impacts


28.8.1 Socio-economic Impacts 121. The proposed East Anglia THREE project will deliver positive socio-economic impacts through:


 Employment creation;  Capital expenditure and workers spending in the local economy; and  Skill Development.


122. Offshore socio-economic impacts will be assessed in the final ES for the proposed East Anglia THREE project. These are anticipated to be similar to the proposed East Anglia ONE project; both projects are 1,200 MW and would follow similar construction techniques.


28.8.2 Onshore Construction 123. In terms of socio-economic impacts associated with the construction of the onshore cable route, impacts would be split between the two scenarios detailed in 28.3.4 of this chapter:


 Scenario 1: use of pre-installed ducts; or  Scenario 2: open-trenching for ducts and cables.


124. East Anglia THREE Limited estimates between 285 and 723 FTE construction workers would be required to construct the onshore cable route. This would provide an estimated 229 net additional regional jobs and 445 national jobs under the low Scenario 1. Scenario 2 would deliver 581 regional jobs and 1,129 national jobs. These figures are provided in further detail in Chapter 27 Traffic and Transport.


125. In total the onshore element would provide 674 FTE national construction jobs and £42m GVA according to scenario 1 and 1,710 FTE national construction jobs and £106m GVA under scenario 2.


126. It should be noted that the East Anglia ONE project is not included in the baseline analysis of this chapter. Due to the anticipated timescales for the construction of East Anglia THREE and East Anglia ONE there is a possibility that jobs will be carried over from East Anglia ONE to East Anglia THREE, with no resultant overall increase in employment. This would however prolong temporary construction effects and allow the region to experience positive employment impacts and supply chain contracts for a longer period of time.
