The three port Study Areas are characterised by higher than average mid to lower level qualification attainment levels and lower attainment of the highest level of qualifications. Woodbridge is characterised by higher levels of apprentice level qualifications, a higher proportion of those with no qualifications and lower levels of higher educational attainment.
28.7.1.7 Skills 83.
Labour required for the construction and operation of the proposed project will mainly be skilled technical workers and skilled manual workers. The availability of such workers, as well as the capability of local education establishments to address any shortfall in skills, will be addressed in the final ES for the proposed East Anglia THREE project.

Through its examination process, the proposed East Anglia ONE project committed to the development of a skills strategy. This strategy accords with four principles, the objectives of which are:
To ensure the necessary balance of demand for, and supply of, professional and vocational skills to support the delivery of East Anglia ONE and to leave a legacy;
To promote employment and re-skilling opportunities in the communities most closely associated with the development of East Anglia ONE;
To utilise existing parent company skills programmes where and when possible and appropriate; and
To make best use of existing local and national education and skills infrastructures and add value to these where appropriate.

The strategy shall be produced and business-led by East Anglia Offshore Wind (EAOW) with counsel from key stakeholders, including discussions with local authorities. The strategy shall set out the interventions required to maximise the opportunities for local residents. This should include engagement with schools and colleges, pathways to higher skilled occupations and the up skilling and re skilling of workers in order to sustain employment at each stage of the development. EAOW will work with the relevant planning authority to develop a delivery plan for skills in accordance with these principles. This will also be considered in the final ES for EA THREE.
