Change to non-residential use where such a change would materially and detrimentally affect the character and amenity of the area by means of appearance, traffic generation, nuisance or safety. Development that causes the loss of open spaces which contribute to the character or appearance of an area and which are important for recreation or amenity purposes.
Development that materially reduces the amenity and privacy of adjacent dwellings or erodes the character of the surrounding area. The cumulative effect of a series of proposals will be taken into account.

Areas to be Protected fromDevelopment
Development will not normally be permitted where it would materially detract from the character and appearance of:
(i) those areas identified on the Proposals Map to be protected from development, or further development; and
(ii) other sites, gaps, gardens and spaces which make an important contribution in their undeveloped form to a Town or Village, its setting, character, or the surrounding landscape or townscape.
Outside of the physical limits boundaries of Towns and Villages, the area is defined as Countryside.

Affords protection to the best and most versatile agricultural land (grades 1, 2 and 3a of MAFF’s Agricultural Land Classification), in order to retain high quality agricultural land.
States that proposals on agricultural land should have regard to the effect of severance and fragmentation upon the farm and its operational structure.
Relates to development in the countryside and states that development will be restricted to defined categories including renewable energy projects.
