The wider context Putting BIM, and the drivers for its use within a broader context, Gary Allen reminded delegates that in May 2011 the Cabinet Office had published the Government Construction Strategy, in which – via a number of different measures – it promised to cut construction costs by 20% by the end of the then current parliament. The same Strategy also required ‘fully collaborative’ 3D BIM models – with the project and asset information, documentation, and data in electronic form – ‘as a minimum’ by 2016. Gary Allen said: “These drivers for using BIM as a cost reduction method were then further enhanced by the Government’s Construction Strategy 2025 document, published in July 2013, which promised a further 33% lowering in initial construction costs and the whole- life cost of built assets, faster delivery, and a 50% reduction in emissions. If we continue with current working processes, these targets will be wholely unachievable. The old-fashioned way of delivering design and business capability will not enable us to achieve those targets. We have to have

a fundamental change in the way we operate, and BIM is seen as that chariot.” Gary Allen next looked at who the Level 2 mandate now in force most impacted. He explained: “The mandate, which took effect on 4 April this year, stipulates that all UK centrally funded


public sector projects will require the implementation of BIM at Level 2. Although there is currently no actual guidance on the value of the project, there is no question that to attain this funding, you will need to have a BIM- procured model.”
